SUBJECT: Award of Contract for Temporary Personnel Placement Services (#F9903-79) (RTC #99-108)
REPORT IN BRIEF
Approval is requested for the award of a one-year contract to Bay Span Construction, Inc., of Fairfield for the provision of temporary skilled craftsmen for the Department of Human Resources.
BACKGROUND
There are currently a number of open positions at the Water Pollution Control Plant (WPCP) as well as in other departments. Although the City is currently in the process of recruiting for these positions, it is necessary to contract with a temporary personnel placement agency to provide temporary skilled laborers to support critical operations until existing and planned recruitments are completed.
Bay Span Construction is the only local firm known to specialize in the provision of skilled craftsmen on a temporary basis.
DISCUSSION
In addition to personnel skilled in the construction trades (carpenters, plumbers, electricians, etc.), Bay Span offers a wide range of qualified maintenance, instrumentation and HVAC mechanics, which makes the company a valuable resource to the WPCP as well as to Building Services. Bay Span offers its own in-house safety training and drug and alcohol testing, and all of its employees have completed an apprenticeship program and have a minimum of five years experience in their respective fields.
Section 2.08.030 of the Sunnyvale Municipal Code exempts from competitive bidding contracts for professional of specialized services.
FISCAL IMPACT
Total annual cost to the City is anticipated to be $150,000. Funds are available in various accounts throughout the City.
RECOMMENDATION
It is recommended that Council award a one-year contract to Bay Span Construction, Inc., of Fairfield and authorize the Purchasing Officer to issue a purchase order to that effect.
