SUNNYVALE CITY COUNCIL
SEPTEMBER 28, 1999
The City Council of the City of Sunnyvale adjourned from a 6:30 p.m. Study Session: Status Update Regarding Consideration of Park Capacity and Use Issues, to a regularly scheduled meeting in the City Council Chambers, 456 W. Olive Avenue, Sunnyvale, California, at 7:30 p.m., Mayor Manuel Valerio presiding.

Councilmember Fowler commended Teachers of the Year Chris Kenison and Shirley Stevens.
Councilmember Miller commended Sunnyvale’s Tarangi School of Kathak Dance; announced the September 29 Clean Air 2000 conference hosted by San Jose State University.

Restructure of City of Sunnyvale Municipal Code Title 19 – Phase I. Staff Recommendation The Council adopt the restructured Title 19 of the Sunnyvale Municipal Code. Title of Ordinance No. 2623-99: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE AMENDING TITLE 19 "ZONING CODE" OF THE SUNNYVALE MUNICIPAL CODE BY REVISING THE FORMAT AND ORGANIZATION. Principal Planner Fred Bell presented the staff report. The public hearing opened and closed at 7:40 p.m. Roberts moved, Walker seconded, and the motion carried by the following vote introducing the ordinance: Ayes: Roberts, Walker, Miller, Fowler, Vorreiter, Valerio, Kawczynski Noes: None Absent: None |
At this time the chair of the meeting was turned over to Vice-Mayor Vorreiter.

Report from Ethics Subcommittee. Subcommittee Recommendation: Council accept the Ethics Subcommittee Report and take no formal disciplinary action against Councilmember Kawczynski. Report presented by Mayor Valerio. The public hearing opened at 7:50 p.m. Appearances Werner Gans addressed the Council regarding the allegations of the violation of the Code of Ethics and suggested a screening by the City Attorney; supports the findings of the subcommittee. The public hearing closed at 8:00 p.m. Miller moved, Walker seconded, motion carried with Kawczynski abstaining, approving the recommendation of the Ethics Subcommittee. Councilmember Kawczynski read his comments in response to the adopted recommendation. |
At this time the chair of the meeting was returned to Mayor Valerio.

MOTION RTC99-419 |
Appeal of Planning Commission Agenda of September 13, 1999 and Administrative Hearing Agenda of September 15, 1999. Walker moved, Miller seconded, and the motion carried unanimously, appealing Planning Commission Agenda Item 1998-0358-Irvine Apartment Communities. |
CITIZENS TO BE HEARD
Suzi Blackman announced a council candidate forum for September 29, 1999, 7:00 p.m., Council Chambers.
Thom Mayer commented on the park capacity and use issues study session earlier in the evening and stated that the parking was not being considered as a piece of data collection; also requested staff take a look at needs of residents north of pedestrian pathway being studied.
COUNCIL
requested an informational report from Public Safety regarding domestic violence and the public awareness.NAC 1 Vice-Mayor Vorreiter
NAC 2 Vice-Mayor Vorreiter requested that a staff report be placed no later than the 10/19 agenda regarding City of Sunnyvale support of Celebrate Sunnyvale 2000.
