Award of Contract -- Fair Oaks Sanitary Sewer Extension Project, (UY-97-2) RTC 99-414REPORT IN BRIEF
On September 1, 1999, the City opened bids for the Fair Oaks Sanitary Sewer Project. Ten bids were received. Staff is recommending award of the contract to the lowest responsible bidder, Pacific Underground Construction, Inc., in the amount of $630,947.
BACKGROUND
The Lawrence Trunk Sewer, between Arques Avenue and Highway 101, has a maximum capacity of 14.5 million gallons per day (MGD). Presently, the peak flow in that reach is 14.4 MGD. The Fair Oaks Sanitary Sewer Extension Project will reduce the peak flow in the Lawrence Trunk Sewer. The new Fair Oaks Sanitary Sewer Extension will intercept up to 2.8 MGD from the Old San Francisco Road sewer at Fair Oaks Avenue. The flow, which is discharged to the Lawrence Trunk Sewer, will be redirected to the existing, underutilized Old Cannery Sewer at Fair Oaks Avenue and Washington Avenue.
DISCUSSION
The Fair Oaks Sanitary Sewer Extension Project involves construction of new sanitary sewer, storm drain, and appurtenances. This includes (a) approximately 3,233 linear feet of new 18-inch diameter sanitary sewer in Fair Oaks Avenue between Old San Francisco Road and Washington Avenue and (b) approximately 991 linear feet of new 18-inch diameter storm drain within the Heritage Park East Village.

Staff, having reviewed the references and bids, has determined that Pacific Underground Construction, Inc., is the lowest responsible bidder.
This project is statutorily exempt from CEQA environmental reviews as it involves installation of a new pipeline less than 1 mile in length (Pub. Res. Code 21080.21).
Staff recommends acceptance of the low bid and award of the construction contract to Pacific Underground Construction, Inc.
FISCAL IMPACT

2. Project Budget
Funds for this project are included in Charge Number 819530 (Fair Oaks Sanitary Sewer Extension) and carryovers from Charge Number 819530, 804651 (City Share of Development Costs – Storm Drains), and 805251
(Pipes, Manholes, Laterals – Sewers). The balance of funds in this project would be needed to cover additional direct expenses and consultant services. There are sufficient funds to construct the project.

RECOMMENDATION
It is recommended that the City Council award the contract for the subject project to the lowest qualified bidder, Pacific Underground Construction, Inc., in the amount of $630,947 and approve a contingency amount of $95,000.
