SUNNYVALE CITY COUNCIL
OCTOBER 5, 1999
The City Council of the City of Sunnyvale met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m., Mayor Manuel Valerio presiding.

PUBLIC ANNOUNCEMENTS
Vice Mayor Vorreiter commended the Public Safety SWAT Team for their placement in a recent SWAT competition.
Councilmember Miller commented on Governor Gray Davis’ Conference for Women which she attended in Long Beach.

Adoption of Ordinance No. 2623-99: Amending Title 19 "Zoning Code" of the Sunnyvale Municipal Code by Revising the Format and Organization. Title of Ordinance No. 2623-99: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE AMENDING TITLE 19 "ZONING CODE" OF THE SUNNYVALE MUNICIPAL CODE BY REVISING THE FORMAT AND ORGANIZATION.
Vorreiter moved, Miller seconded, to adopt Ordinance No. 2623-99 and carried by the following roll call vote: Ayes: Walker, Fowler, Roberts, Vorreiter, Valerio, Miller, Kawczynski Noes: None Absent: None |

RTC99-403 |
Petition for Closure of the Pedestrian Walkway between Reed Avenue and Cassia Way. Staff Recommendation That the City Council elect to leave the Cassia Way pedestrian walkway leading to Reed Avenue open for public usage. Ray Williamson, City Traffic Engineer, gave the staff report. The public hearing opened at 7:45 p.m. Appearing in favor of the staff recommendation: Kevin Jackson Dahl Phelps suggested a neighborhood watch group. Appearing in opposition to the staff recommendation: Lynn Hunsaker The public hearing closed at 9:25 p.m. Kawczynski moved to permanently close the pedestrian walkway between Cassia Way and Reed Avenue and direct staff to initiate abandonment proceedings. The motion died for lack of a second. Walker moved, Fowler seconded, to leave the Cassia Way pedestrian walkway leading to Reed Avenue open for public usage and direct staff to work with the neighbors in the area to address the neighbors’ issues. The motion carried by the following vote: Ayes: Walker, Fowler, Roberts, Vorreiter, Valerio, Miller Noes: Kawczynski Absent: None Councilmember Kawczynski requested a Council Study Issue for a more proactive Neighborhood Watch Program. Councilmember Miller requested staff report back to Council in four-to-six months on the progress of staff working with the neighbors on Cassia Way. |

League of California Cities 1999 Annual Conference Resolutions. Staff Recommendation Approve the staff recommendations in the League of California Cities 1999 Resolution Summary as presented to Council. Dan Rich, Assistant to the City Manager, gave the staff report. Public Comment Dahl Phelps spoke in favor of the resolution opposing color-tread tires. Thom Mayer spoke opposing color-tread tires and local control over group homes with six or fewer clients issue. Miller moved, Kawczynski seconded, and the motion carried unanimously to accept the staff recommendation with the friendly amendment by Fowler to have City support of the League of California Cities’ position on Item 14, Opposing Color-Tread Tires. At this time Councilmember Kawczynski left the meeting. |

Pre-Appeal of Planning Commission Agenda of October 11, 1999 and Administrative Hearing Agenda of October 13, 1999. Miller requested staff to report back on Item A-1, Pre-Appeal of the Planning Commission Agenda of October 11, 1999, Lockheed Martin Missiles and Space Company, (1999-0967). |
CITIZENS TO BE HEARD
Mary Egger, regarding rent control in Sunnyvale.
Dahl Phelps, regarding support of Zoning Code Ordinance adoption.
Thom Mayer, regarding commending Public Safety on arrest of recent hit-and-run driver.
STAFF
Ernie Bakin, Director of Public Safety and Dick Bloom, Public Safety Lieutenant, made a presentation on the informational report concerning Domestic Violence Awareness Month.
COUNCIL
Councilmember Miller requested a Council Study Issue related to an ordinance on shopping carts.
Councilmember Miller commended outgoing Planning Commissioner Vicki Piazza.
Councilmember Roberts commented that the most recent crime statistics for the City of Sunnyvale were the lowest since we have been tracking. The crime rate is the lowest in 23 years.
