SUBJECT: LEAGUE OF CALIFORNIA CITIES 1999 ANNUAL CONFERENCE RESOLUTIONS

REPORT IN BRIEF

This report transmits the League of California Cities Annual Conference resolutions packet and a chart prepared by staff that includes the following information on each resolution: number, sponsor, subject, brief summary, City policy (if one exists), League policy committee preliminary recommendation and a recommended Council position. Staff recommends that Council approve the positions on the 1999 League of California Cities resolutions as noted in Attachment B.

DISCUSSION

Attachment A contains copies of the proposed resolutions for consideration at the Annual League of California Cities Conference, which will be held in San Jose on October 10-12. There are 16 resolutions this year. Attachment B summarizes each resolution, indicates whether or not there is an existing Council policy on the issue and provides staff recommendation. There are generally three positions afforded: "Support," "No Position," and "Oppose."

Staff recommendations are based upon adopted Council policy to the greatest extent possible. Staff has attempted to develop a recommendation to Council based upon Council's orientation to policy matters and other information through the following documents: Legislative Action Policies, General Plan Elements and Subelements, program outcomes, prior positions on League of California Cities and National League of Cities resolutions, and/or policies, and positions taken on state and federal legislation. Staff recommendations on these resolutions, if adopted, should be considered as guidance as to how to vote the City's position for Councilmembers serving on policy committees, serving on the resolutions committee and for the City's voting delegate.

Please keep in mind that in some cases staff recommendations are based upon limited information received in a short period of time. Additional information is often provided at the policy committee meeting that assist in clarifying any unresolved issues pertaining to a resolution's intent.

The policy committees will meet on Saturday, October 9, 1999. The locations are listed on page iv of Attachment A. The purpose of the meetings is to review each of the resolutions and make final recommendations. A separate, detailed Council schedule will be provided to Council in their annual Conference packets. The General Resolutions Committee will consider the recommendations from Policy Committees on Monday, October 11, 1999 at 1:30 PM. The approved resolutions will then be forwarded to the General Assembly for final action on Tuesday, October 12, 1999 at 9:15 AM.

FISCAL IMPACT

There is no direct fiscal impact of these resolutions

ALTERNATIVES

  1. Approve the positions recommended by staff as indicated on Attachment B.
  2. Amend and approve the positions recommended by staff.
  3. Take no action on the resolutions at this time.

RECOMMENDATION

Staff recommends alternative #1, approve the positions recommended by staff on Attachment B.
