SUBJECT: Award of Contract -- Roof Replacement – Corporation Yard Utility Building Project, (PR-97-10)
REPORT IN BRIEF
On September 15, 1999, the City opened the four bids received for the Roof Replacement – Corporation Yard Utility Building Project. Staff is recommending award of the contract to the lowest responsible bidder, California Roofing Company, Inc., in the amount of $76,273.
BACKGROUND
The existing Corporation Yard Utility Building roof is in poor condition, and is in need of replacement. Additionally, water ponds on the roof between roof drains which results in frequent leaks. The existing overflow inlets also do not comply with the current code.
DISCUSSION
The project consists of removal of the existing built-up roofing system and replacement with a new built-up membrane with a mineral surfaced cap sheet. The project was bid using a base bid and one additive alternate as follows:
Base Bid includes construction of the replacement roof system..
Additive Alternate 1 includes removal and replacement of plywood decking, as required.
For comparative purposes, the Engineer’s Estimate and the four bids received were:

Staff, having reviewed the references and bids, has determined that California Roofing Company, Inc., is the lowest responsible bidder.
This project is categorically exempt (Class 1) from CEQA environmental reviews as it involves repair and maintenance of an existing structure without expanding existing uses.
Staff recommends acceptance of the low bid, including Additive Alternate No. 1, and award of the construction contract to California Roofing Company, Inc.
FISCAL IMPACT
2. Project Budget
Funds for this project are included in Charge Number 818650, Public Buildings – Corp. Yard Roofs and Charge Number 818700, Corporation Yard Buildings – Remodel. There are sufficient funds in the project budget.

RECOMMENDATION
It is recommended that the City Council award the contract for the subject project to the lowest qualified bidder, California Roofing Company, Inc., in the amount of $76,273 for the Base Bid and Additive Alternate No. 1, and approve a contingency amount of $7,630.
