SUBJECT: Amendment to Salary Resolution: COA

REPORT IN BRIEF

This report recommends amending the Salary Resolution to increase the pay rates for the following classifications by the indicated percentages, effective retroactive to July 11, 1999:

1.50%     Public Safety Dispatcher

5.66%     Senior Public Safety Dispatcher

BACKGROUND

The Memorandum of Understanding (MOU) with the Public Safety Officers Association (PSOA) provides for salary adjustments for Public Safety Officers and Public Safety Lieutenants. Adjustments are based on the market survey data and are effective the first full pay period in February and July of each year.

The Memorandum of Understanding (MOU) with the Communication Officers Association (COA) provides that wages for employees represented by COA shall be set so that the 5th Step for Public Safety Dispatcher is 15.0% below the 5th Step for Public Safety Officer II, and that the wage for Step 5 of Senior Public Safety Dispatcher shall be set 14.5% above Step 5 of Public Safety Dispatcher. The salary for Public Safety Dispatcher-in-Training is set so that Step 3 is 5.0% below Public Safety Dispatcher, Step 1. Further, wages for Public Safety Dispatcher-in-Training, Public Safety Dispatcher, and Senior Public Safety Dispatcher shall be adjusted at the same time as Public Safety Officer II wage adjustments are made during the period of the MOU.

The salary increase for COA-represented employees, as a result of the tie to PSOA, for July 11, 1999, was held pending the recently completed negotiations with COA. The postponement of this salary increase was agreed to by City’s negotiating team and the COA negotiating team at its July 27, 1999 negotiations session. The calculations for the July 11, 1999 increase include the shared cost of the Employer Paid Member Contribution (EPMC), and the adjustment in the differential between Dispatcher and Senior Dispatcher, which increased from 10.0% to 14.5%.

EXISTING POLICY

The proposed increases are in accordance with current provisions of the Memorandum of Understanding (MOU) between the City of Sunnyvale and the Communication Officers Association (COA), and past practice.

DISCUSSION

All other provisions of the Salary Resolution remain unchanged.

FISCAL IMPACT

The salary adjustments have been planned for within the Public Safety Department's base budget and were included in costing the entire benefits package for COA at the time of negotiations.

PUBLIC CONTACT

The public is notified of this action through placement on the City Council Agenda. Employees represented by COA will be notified by memorandum.

ALTERNATIVES

  1. Amend the Salary Resolution as proposed, and thereby implement the provisions of the MOU with COA and retain the previously established differentials.
  2. Not amend the Salary Resolution as proposed and thereby fail to implement the MOU provisions noted above.

RECOMMENDATION

Alternative #1; amend the Salary Resolution as proposed.
