SUBJECT: Award of Bid #F9909-29 for Compressed Natural Gas (CNG) Compact Sedans

REPORT IN BRIEF

Approval is requested for the award of a contract to Rancourt, Inc., of Citrus Heights, California, for three compressed natural gas powered compact sedans for the Department of Public Works Fleet Maintenance Division.

BACKGROUND

The requested vehicles are full-size sedans, four door, 100" wheelbase with accessories. These vehicles will replace three compact sedans currently in use. All of the existing vehicles have been driven a minimum of 85,000 miles and are beginning to show signs of mechanical stress with the potential for major component failure. Because of the conditions under which police patrol sedans are driven, vehicular failure of any type would potentially endanger the lives of the officers using the vehicles.

Fleet staff submitted a grant application and a request for $24,000 to Bay Area Air Quality Management District (BAAQMD) for their 1999 VIP program. The grant application was approved and will allow the City to expand its current stock of alternative fuel vehicles. This project is supported by the Air Quality Sub-Element of the General Plan through Goal C, "make a contribution towards improving regional air quality", and Policy C.4, "reduce emissions from City of Sunnyvale fleet vehicles". This grant will allow the City to save $4,000 per vehicle, thus $12,000 per this order.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing staff; and Invitation for Bids #F9909-29 was made available to four vendors known to provide compressed natural gas compact sedans, including one Sunnyvale dealer.

Bid pricing includes sales tax and delivery to the Sunnyvale Corporation Yard.

Staff recommends acceptance of the low bid.

FISCAL IMPACT

Total cost to the City will be $59,916 minus $12,000 for a grant total of $47,916. Funds are available in Public Works Account #020700-5135.

RECOMMENDATION

It is recommended that Council award a contract in the amount of $47,916 to Rancourt, Inc. of Citrus Heights, California, for three compressed natural gas compact sedans and authorize the Purchasing Officer to issue a purchase order to that effect.
