SUBJECT: Award of Request for Proposals #F9905-107 for Routine Disposal and Emergency Cleanup of Hazardous Materials (RTC#99-472)
REPORT IN BRIEF
Approval is requested for the award of a three-year contract (with an option to extend for two additional one-year periods) to Safety-Kleen (San Jose), Inc., for the routine disposal and emergency cleanup of hazardous materials for the Departments of Public Safety and Public Works.
BACKGROUND
Several City facilities generate hazardous waste during routine operations. Examples are the Fleet Maintenance shops (used oil and antifreeze) and the truck wash sump (oil, water and sludge) at the Sunnyvale Corporation Yard. Public Safety staff also routinely acquire small quantities of abandoned hazardous waste or waste generated by vehicular accidents, spills, leaks, etc. In addition, there is always the potential for various types of accidents requiring the emergency cleanup and disposal of hazardous materials.
The City has historically contracted with a private firm that is expert in handling hazardous waste, both solids and liquids, in compliance with all applicable local, state and federal laws and regulations. Services provided by the contractor have included identifying, packaging, labeling, pumping, cleaning, transporting and disposing of all City-generated or acquired hazardous materials.
DISCUSSION
Specifications were developed by Purchasing staff with the review and assistance of the Departments of Public Works and Public Safety and Kennedy-Jenks, the City’s environmental compliance consultant.
Request for Proposals #F9905-107 was prepared and distributed to six potential contractors. Proposals were received from the following firms:
1. Advanced Environmental Technical Services of Fremont;
2. All Chemical Disposal, Inc., of San Jose;
3. Automotive Environmental Services Corp. of East Palo Alto;
4. Clearwater Environmental Management, Inc., of Union City;
5. Consolidated Waste Industries, Inc., of Montclair;
6. Ecology Control Industries of Union City; and
7. Safety-Kleen (San Jose), Inc., of San Jose.
Proposals were evaluated by the same individuals who participated in the development of the Request for Proposals. Evaluation criteria included proposal responsiveness, the qualifications and experience of the proposer, and the proposed fee schedule.
Staff unanimously selected Safety-Kleen as the firm whose proposal offers the best value to the City.
FISCAL IMPACT
Annual expenditures are not anticipated to exceed $200,000. Funds are available in various accounts throughout the City.
RECOMMENDATION
It is recommended that Council award a three-year contract (with an option to extend for two additional one-year periods) in an amount not to exceed $600,000 to Safety-Kleen (San Jose), Inc., for the routine disposal and emergency cleanup of hazardous materials and authorize the Purchasing Officer to initiate a contract to that effect.
