SUBJECT: Award of Bid #F9908-25 for Exterior Signage at the Sunnyvale Environmental Center (RTC#99-474)
REPORT IN BRIEF
Approval is requested for the award of a contract to General Graphics Exhibits of San Francisco to furnish and install exterior signage at the Sunnyvale Environmental Center for the Department of Public Works Solid Waste Division.
BACKGROUND
Many Sunnyvale residents, employees of Sunnyvale businesses and school groups visit the four environmental facilities located north of Caribbean Drive that are owned and/or operated by the City. These facilities are the Water Pollution Control Plant (WPCP), Sunnyvale Landfill, SMaRT Station, and Baylands Park. The City is presently implementing the Environmental Facilities Project which establishes a program and physical improvements to link these facilities (now called the Sunnyvale Environmental Center) and also provides directional signs, entrance signs and educational signs that identify and explain equipment, processes and results.
DISCUSSION
Specifications were developed by Public Works/Solid Waste and Purchasing staff to provide for the fabrication and installation of this signage. The sign requirements were grouped into three categories: WPCP signage (eighteen signs); SMaRT Station signage (ten signs); and Trail signage (twelve signs). Invitation for Bids #F9908-25 was prepared and made available to twenty-five (25) sign fabrication companies.
Two bids were received. General Graphics Exhibits of San Francisco bid $58,134 for signage that complies with bid specifications; and Flynn Signs and Graphics of Long Beach bid $33,086 on an alternative embedded fiberglass material. A review of the alternative material by staff and the City’s signage design consultant indicates that the material is inferior in both quality and durability. The bid from Flynn Signs and Graphics is, therefore, non-responsive and cannot be considered. Staff recommends award of contract to General Graphics Exhibits as the lowest responsive and responsible bidder.
FISCAL IMPACT
Total cost to the City will not exceed $58,134. The bid price includes $6,380 in electronic file preparation which may be reduced if the City can provide compatible artwork files. Funds are available in Capital Project #819790-5165.
RECOMMENDATION
It is recommended that Council award a contract in an amount not to exceed $58,134 to General Graphics Exhibits of San Francisco to furnish and install exterior signage at the Sunnyvale Environmental Center and authorize the Purchasing Officer to issue a purchase order to that effect.
