SUBJECT: SALARY RESOLUTION - FISCAL YEAR 1999/00

REPORT IN BRIEF

This report recommends that the Salary Resolution be amended to implement salary adjustments for Fiscal Year 1999/00 as agreed upon by previously adopted Memoranda of Understanding and Memorandum of Agreement, and other modifications for management and confidential classifications, and casual, seasonal, special project classifications.

BACKGROUND

Each fiscal year, the City adopts a Salary Resolution which includes provisions of Memoranda of Understanding/Agreement scheduled to occur during the fiscal year as well as providing for implementation of other necessary modifications so that updated and current information is maintained in this document.

DISCUSSION

The major proposed amendments are summarized below:

Salaries:

Management Classifications
The control points for management classifications will be adjusted by 5.26%, effective June 27, 1999.

Sunnyvale Employees Association (SEA)
No salary adjustments are being made for SEA classifications at this time pending resolution of the current negotiations with SEA.

Confidential Employees
Unrepresented confidential classifications will be adjusted as determined by market comparisons, and, where applicable, previously established lateral/vertical ties, effective June 27, 1999. The average increase for the confidential classifications was 8.72%.

Public Safety Officers Association (PSOA), Communication Officers Association (COA), and select Public Safety Management classifications
No salary adjustments are being made for PSOA, COA, and select Public Safety Management classifications at this time. In accordance with MOU provisions, an agreed upon total compensation formula will be calculated for potential wage adjustment in February 2000.

Bargaining Unit #4, Service Employees International Union (SEIU), Local 715
The third year of the Memorandum of Agreement provides for a three percent (3%) across-the-board salary increase effective February 6, 2000. In addition, the classification of WPCP Technical Worker III will receive an additional 6.9% equity adjustment.

Casual, Seasonal, Special Project Classifications
Salary adjustments are being made in pay rates for those Category I classifications with a salary range as opposed to those with salary steps to better reflect appropriate salary ranges for the given classification. These adjustments are being recommended to maintain competitiveness in recruiting for these positions and to meet special need situations.

In addition, to assist with retention problems, it is recommended that the salary for the classification of Crime Prevention Assistant be tied to the Public Safety Cadet’s salary by an appropriate differential, and be adjusted to increase the number of steps in the range to five (5) to provide consistency with similar classifications. Further, this salary has not been adjusted for several years. Employees in the classification of Crime Prevention Assistant also become eligible for tuition reimbursement under the current program provisions, as currently provided for Public Safety Cadets.

Further, to maintain competitiveness in the market and to address attraction and retention problems, it is recommended that the salary ranges for the Casual Library Clerk series receive an adjustment of 10%.

Leaves/Paid Time Off (PTO)
An increase in the accrual rate at each level in the schedule is being implemented pursuant to prior agreement with the Confidential employees as a majority of the Confidential employees elected to continue the program and will be effective retroactive to August 22, 1999.

A new level has been added to the Paid Time Off accrual schedule for management employees which provides an accrual level of 10.5 hours for employees with 10+-25 years of service, and is being implemented to provide consistency with the Paid Time Off program in place for Confidential employees. This change will be effective with the pay period beginning November 14, 1999.

FISCAL IMPACT

The cost of implementing these amendments to the Salary Resolution is included in the Fiscal Year 1999/00 budget.

PUBLIC CONTACT

The public is notified of this action through placement on the City Council Agenda. Affected employees will be notified by memorandum.

ALTERNATIVES

  1. Amend the Salary Resolution as proposed.
  2. Amend selected provisions of the Salary Resolution.
  3. Not amend the Salary Resolution.

RECOMMENDATION

Adopt Alternative #1, amend the Salary Resolution as proposed.
