SUBJECT: Award of Contract, Hetch-Hetchy Greenway (Morse Avenue to Borregas Avenue) Improvement Project,
PR-96/02A-99

REPORT IN BRIEF

The City opened bids for the Hetch-Hetchy Greenway (Morse Avenue to Borregas Avenue) Improvement Project (PR-96/02A-99) on October 27, 1999. There were five bids received. Staff is recommending that Council award the contract to the lowest responsible bidder, Watkin & Bortolussi, Inc., in the amount of $386,626.

BACKGROUND

The Hetch-Hetchy right-of-way is fairly linear, eighty feet wide, and extends from east to west across the entire City. It serves as a pedestrian and bicycle greenway that links Fairwood Park with Orchard Gardens Park. The construction of the portion between Calabazas Creek and Lawrence Expressway is already complete. The section of the greenway that lies between Fair Oaks Avenue and Meadow Lake Drive, and between Silverlake Drive and Lakewood Shopping Center is under construction. The next phase, which is being presented for award in this Report to Council, is located between Morse Avenue and Borregas Avenue.

Notice Inviting Bids for this phase was issued for advertisement on October 13, 1999.

DISCUSSION

The scope of work is broken into improvements included in the base bid and one additive alternate as follows:

Base Bid: Landscaping improvements and maintenance between Morse Avenue and Borregas Avenue, including demolition, clearing and grubbing, grading, drainage, planting, lighting, irrigation and fencing.

Add. Alt. #1: Construction of trellis structures.

For comparative purposes, the Engineer’s Estimate and the bids received are as follows:

Staff has reviewed the bids and determined that Watkin & Bortolussi, Inc. is the lowest responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines. A Negative Declaration to this effect was filed with the County on April 6, 1999.

2. Project Budget
Funds for this project are budgeted in the Hetch-Hetchy Open Space Improvement project (817550). There are sufficient funds in the project budget to cover costs.

RECOMMENDATION

That the City Council:

  1. Award the contract to the lowest responsible bidder, Watkin & Bortolussi, Inc., for the Base Bid and Additive Alternate No.1, in the amount of $386,626, and approve a construction contingency of $58,000.
  2. Approve and authorize the filing of the Notice of Determination.
