Award of Contract for Traffic Signal Modification: South Bernardo Avenue and El Camino Real SR 82,
TR-94-04(A)
REPORT IN BRIEF
On November 17,1999, the City opened bids for Traffic Signal Modification: South Bernardo Avenue and El Camino Real Project, TR-94-04(A). There were five bids received. Staff is recommending award of the contract for this project to the lowest responsible bidder, Summit Electrical Construction, Inc., for the lump sum amount of $149,458.00. The project is totally funded by state and federal programs.
BACKGROUND
The existing traffic signal at Bernardo Avenue and El Camino was constructed in 1968 and subsequently modified in 1972-73. The intersection phasing for Bernardo Avenue is inadequate and inefficient for today’s traffic demands. The planned improvements will consist of protected left turn arrows from Bernardo to El Camino Real, and concurrent north-south vehicular and pedestrian movements for crossing El Camino Real. There will be modified striping configuration for the north-south Bernardo Avenue approaches. The design of vehicle detection includes the ability to detect bicycles in the approach lanes.
DISCUSSION
The traffic signal improvement project calls for the construction and improvement of the existing traffic signal. The existing signal is currently a "split phase" (3-way) movement for Bernardo Avenue vehicles. This is inefficient by today’s standards. The project will provide for left-turn arrows for traffic on Bernardo Avenue. The improvements also provide for wheelchair ramps, pedestrian signals, and push buttons on all four crosswalks. For comparative purposes, the Engineer’s estimate and the bids are as follows.

Staff has reviewed the bids received and is recommending award of the contract to the lowest responsible bidder, Summit Electrical Construction, Inc. As this is a federally funded program, the bidders were required to meet the ten percent disadvantaged business enterprise (DBE) goal set by the City. The lowest bidder meets this requirement.

The project is funded 100%by state and federal programs.

RECOMMENDATION
It is recommended that the City Council award the contract for the subject project to the lowest responsible bidder, Summit Electrical Construction Inc., for the total lump sum of $149,458.00, and approve a construction contingency of $20,000.00.
