SUNNYVALE CITY COUNCIL
FEBRUARY 15, 2000
The City Council of the City of Sunnyvale adjourned from a 6:00 p.m. Study Session regarding an Update on Economic Prosperity Program and a 7:00 p.m. Study Session regarding National League of Cities’ Conference Meeting Planning, and met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m. with Mayor Vorreiter presiding.

Mayor Vorreiter stated that Councilmember Roberts was absent due to illness.
PUBLIC ANNOUNCEMENTS
Jo Lin, 8th grade student from Sunnyvale Middle School, gave a presentation regarding the 1998 tornado and the history of tornadoes in Sunnyvale.
Community Organization "Moment of Opportunity" Presentation:
David Gottlieb, Board President of Project Match, explained the organization's goals and purpose. Project Match is a countywide non-profit organization committed to helping seniors meet their affordable housing needs. Two senior group residences are within the City of Sunnyvale. The three programs the organization offers are the senior match program, the senior group residence program, and the live-in work exchange program. The organization serves approximately 100 seniors in Sunnyvale. Volunteers and donations are welcomed, and more information may be obtained by calling Project Match Development Director Ron Summer at 287-7121.
Councilmember Miller announced that the CCM Mobile Shark Tank will be at the Sunnyvale Farmers' Market this Saturday, February 19, from 10:00 a.m. to Noon, weather permitting. An opportunity to play roller hockey and street hockey will be available, with rollerblades provided in limited sizes.
Councilmember Miller further announced that the Parks and Recreation Department recently won an award of excellence in the category of Parks Planning from the California Parks and Recreation Society for the City's recently constructed Victory Village Park. Three volunteers were also recognized at the award ceremony for their distinguished contributions: Bob Greene, Mary Hildalgo, and Helen Rogers.

The applicant, Ray Tovar, with the Emergency Housing Consortium, addressed the Council.

Vice Mayor Walker moved, and Councilmember Risch seconded, to approve the staff recommendation to approve Budget Modification No. 22, appropriating $1,425,000 in CDBG funds for the Emergency Housing Consortium Acalanes Project. The motion carried unanimously.

Subpoenas for Production of Transient Occupancy Tax Business Records – Fair Oaks Inn and Silicon Way Inn |
Administrative Services Manager Therese Balbo presented the staff report and responded to Council questions.
Ms. Balbo stated that records were provided at 3:10 p.m. this afternoon, and that staff recommends that the matter be continued to the meeting of February 29, 2000.
Vice Mayor Walker moved, and Councilmember Valerio seconded, to continue the item to the meeting of February 29, 2000.
City Attorney Armento clarified the staff recommendation.
Vice Mayor Walker withdrew the motion.
Mayor Vorreiter opened and closed the public hearing at 10:32 p.m.
Vice Mayor Walker moved, and Councilmember Valerio seconded, to approve the revised staff recommendation to continue the matter to the meeting of February 29, 2000, if the necessary documents are not provided to staff as requested prior to that date. The motion carried unanimously.

Request for Adoption of a Motion of Urgent Necessity, Approval of Budget Modification No. 24, and Award of Contract for the Borregas Sewer Repair Project (UY-99/02-00) |
Public Works Director Marvin Rose presented the staff report and responded to Council questions.
Mayor Vorreiter opened and closed the public hearing at 10:37 p.m.
Councilmember Miller moved, and Councilmember Risch seconded, to declare the project as an urgent necessity for the preservation of life, health or property, approve Budget Modification No. 24 in the amount of $608,720, and award a contract in an amount not to exceed $558,720 (bid of $465,600 plus contingency amount of $93,120) to Homer J. Olsen, Inc., to construct the subject project. The motion carried unanimously.
CITIZENS TO BE HEARD
There were no citizens to be heard.
NON-AGENDA ITEMS & COMMENTS
COUNCIL
Councilmember Miller announced the Cities' Association bocce ball tournament on June 8. She further announced that the Association of Bay Area Governments (ABAG) will issue liability certificates for citizens interested in holding block parties for $50. She then asked how the City can keep B1 Construction from doing any further business in the City.
City Attorney Armento responded that the City has an agreement that B1 will not pursue any further business in the City.
Councilmember Valerio announced that Rick and Susan Kitson recently experienced the joy of their third child, Neil, and are now proud residents of Sunnyvale. He offered congratulations to the family.
STAFF
There were no comments from staff.
ADJOURNMENT TO CLOSED SESSION:
Mayor Vorreiter declared the meeting adjourned at 10:40 p.m. to a closed session for a conference with labor negotiators (pursuant to Government Code Section 54957.6) - City Negotiator: Robert S. LaSala, City Manager; Employee Organization: Sunnyvale Employees Association (SEA).
