SUBJECT: Update on the Economic Prosperity Program
REPORT IN BRIEF
In February 1999, the City Council adopted the Economic Prosperity Work Program. The attached report provides Council with an update on the program and a review of accomplishments from the 1999 calendar year.
BACKGROUND
In establishing the work program for the Economic Prosperity program, staff obtained input from the business community including small, medium and large businesses in Sunnyvale; regional groups including Joint Venture: Silicon Valley, the Silicon Valley Manufacturing Group, Bay Area Economic Forum, and the Sunnyvale Chamber of Commerce. Feedback from these groups, as well as the strategies previously adopted by the Council, provides an ongoing and dynamic foundation for the Economic Prosperity work program.
EXISTING POLICY
SOCIO-ECONOMIC ELEMENT:
Economy and EmploymentGOAL 5.1B - Maintain and establish policies that promote a strong economy which provides economic opportunities for all Sunnyvale residents within existing environmental, social, fiscal and land use constraints.
GOAL 5.1C - Endeavor to maintain a balanced economic base that can resist downturns of any one economic sector.
DISCUSSION
Sunnyvale’s business community, comprised of over 8,000 companies, provides critical support to the quality of life services received by Sunnyvale residents. The City’s General Fund supports many of the most visible and essential City services such as police, fire, road maintenance, libraries, parks and open space. The General Fund receives the preponderance of its revenue from taxes. The business community contributes over fifty percent to the City’s general fund revenues through sales tax, property tax, business license and other business-related permit and license fees.
This report provides Council with the accomplishments of the Economic Prosperity Program based on the work program approved by the City Council in February 1999. The Sunnyvale Chamber of Commerce was a major participant by providing opportunities to meet with local businesses in developing and monitoring the work program, which continually seeks input from all sources on the effectiveness of planned activities. Revisions are made as necessary to ensure that the focus of the City’s Economic Prosperity Program reflects the needs of the community. The program tracks customer [business] satisfaction and perceptions, regional occupancy level comparisons, and revenues received by the City attributable to economic activities.
