SUBJECT: Amendment to Salary Resolution: PSOA, COA, and Public Safety Management (RTC #00-036)
REPORT IN BRIEF
This report recommends amending the Salary Resolution to increase the pay rates for the following classifications by the indicated percentages, effective February 6, 2000:
| 1.56% | Public Safety Officer-in-Training, Public Safety Officer I, and Public Safety Officer II |
| 0.82% | Public Safety Lieutenant |
| 0.82% | Operations Manager, Public Safety Captain I/II |
| 1.09% | Public Safety Dispatcher and Senior Public Safety Dispatcher |
BACKGROUND
The 1997-2003 Memorandum of Understanding (MOU) with PSOA provides for salary adjustments for Public Safety Officers and Public Safety Lieutenants. Adjustments are to be based on the market survey data of total compensation for twelve (12) Bay Area cities and require that the City "provide such increase as needed to adjust the wages of Public Safety Officers and Public Safety Lieutenants eleven percent (11%) above" the survey averages of the top eight (8) agencies for salaries going into effect the first full pay period in February and July of each year.
Past practice requires that: the Operations Manager (a management position) be adjusted to maintain lateral equity with Step 5 of the basic Public Safety Lieutenant classification; the Public Safety Captain I classification be adjusted to maintain a 15% differential between the control point for this management classification and Step 5 of the Public Safety Lieutenant with a Bachelor's Degree; and that the Public Safety Captain II classification be adjusted to maintain a 20% differential between the control point for this management classification and Step 5 of the Public Safety Lieutenant with a Master's Degree.
The 1999-2003 MOU with COA provides that wages for employees represented by COA shall be set so that the 5th Step for Public Safety Dispatcher is 15.0% below the 5th Step for Public Safety Officer II, and that the wage for Step 5 of Senior Public Safety Dispatcher shall be set 14.5% above Step 5 of Public Safety Dispatcher. Further, wages for Public Safety Dispatchers and Senior Public Safety Dispatchers shall be adjusted at the same time as Public Safety Officer II wage adjustments are made during the period of the MOU.
EXISTING POLICY
The proposed increases are in accordance with current provisions of the Memorandum of Understanding (MOU) between the City of Sunnyvale and the Public Safety Officers Association (PSOA), and with current provisions of the MOU between the City of Sunnyvale and the Communication Officers Association (COA), and past practice.
DISCUSSION
All other provisions of the Salary Resolution remain unchanged.
FISCAL IMPACT
All of the salary adjustments have been planned for within the Public Safety Department's base budget and were included in costing the entire benefits package for PSOA and COA at the time of negotiations.
PUBLIC CONTACT
The public is notified of this action through placement on the City Council Agenda. The President of the Public Safety Officers Association has received the data on which the salary increases for the positions represented by PSOA are based. Employees represented by PSOA, COA, and affected Public Safety management employees will be notified by memorandum.
