SUBJECT: Amendment to Salary Resolution: Full-time Librarian Classification (RTC #00-37)

REPORT IN BRIEF

This report recommends amending the Salary Resolution to increase the pay rate for the full-time Librarian classification, effective February 6, 2000, as well as a retroactive adjustment for the period of February 7, 1999 – February 5, 2000.

BACKGROUND

The 1996-1999 Memorandum of Understanding (MOU) with SEA includes the provision that the hourly rate for the full-time Librarian classification shall not fall below the hourly rate for the Regular Part-time Librarian classification.

Pursuant to the 1997-2001 Memorandum of Agreement (MOA) with SEIU, Regular Part-time salaries are scheduled to increase by 3.0% effective February 6, 2000. With this increase, the hourly rate for the classification of Regular Part-time Librarian will exceed that of the classification of full-time Librarian.

Therefore, in order to comply with the provisions of the SEA MOU, the pay rate for the full-time Librarian classification needs to be increased to that which will be effective February 6, 2000 for the Regular Part-time Librarian classification.

In addition, a retroactive salary adjustment is required for the period of February 7, 1999 through February 5, 2000 as the salary for the full-time Librarian was not adjusted when the February 7, 1999 increase occurred for the Regular Part-time Librarian. This adjustment provides an approximate $0.01 per hour increase.

With these adjustments, the salary for full-time Librarians will increase 3.065%, effective February 6, 2000.

EXISTING POLICY

The proposed salary increases are in accordance with provisions of the current Memorandum of Understanding (MOU) between the City of Sunnyvale and the Sunnyvale Employees Association (SEA).

DISCUSSION

All other provisions of the Salary Resolution remain unchanged.

FISCAL IMPACT

The salary adjustments have been planned for within the Department of Library’s base budget and were included in costing the entire benefits package for SEA at the time of negotiations.

PUBLIC CONTACT

The public is notified of this action through placement on the City Council Agenda. The President of SEA and employees in the full-time classification of Librarian will be notified by memorandum.

ALTERNATIVES

  1. Amend the Salary Resolution as proposed and thereby implement the provisions of the MOU with SEA.
  2. Not amend the Salary Resolution as proposed and thereby fail to implement the MOU provision noted above.

RECOMMENDATION

Alternative #1, Amend the Salary Resolution as proposed.
