SUBJECT: Amendment to the Classification Plan and Salary Resolution: Recycling Supervisor, Plan Check Coordinator; Plan Checker (RTC #00-73)
REPORT IN BRIEF
This report recommends amending the classification plan and salary resolution to include the newly-developed subject classifications.
DISCUSSION
Council approved the classification of Recycling Coordinator in 1992 in order to enhance the City’s ability to meet the needs of its recycling program. Since that time, however, the duties assigned to that position have expanded to the point that it now carries significant supervisory and budgetary responsibilities. A recent classification study conducted by the consulting firm of Koff & Associates has determined that these increased responsibility qualify this classification as more properly being assigned to the Management category of classifications. Accordingly, the attached class specification has been written to reflect the higher level of assigned duties.
Plan Check Coordinator: This classification is being added to increase efficiency and supervisory oversight of the day-to-day operations of the One-Stop Permit Center. The incumbent will report to the Chief Building Official and will supervise support staff, as well as employees who perform plan check duties.
Plan Checker: Currently, Building Inspectors and Sr. Building Inspectors perform plan check work at the One-Stop Permit Center on a rotating basis. By having an individual assigned full time to plan checking duties, those in the Building Inspector job family will be able to spend more time in the field. Although an incumbent may, under certain circumstances, be called upon to perform field inspections, such duties will form only a very minimal part of his/her work.
FISCAL IMPACT
Recycling Supervisor:
There will be no cost increase as the additional salary will be absorbed by the current budget and will be included in future budgets.
Plan Check Coordinator: There will be no cost increase as the additional salary will be absorbed by the current budget and will be included in future budgets.
Plan Checker: There will be no additional cost this fiscal year because the City will not fill this position until the next one, at which time the additional cost will be included in their new budget.
