SUNNYVALE CITY COUNCIL
MARCH 7, 2000
The City Council of the City of Sunnyvale adjourned from a 6:30 p.m. Study Session regarding Intergovernmental Relations – National League of Cities Conference and met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m. with Mayor Vorreiter presiding.

PUBLIC ANNOUNCEMENTS
Yolanda Brown, Chair of Sunnyvale’s Census 2000 Committee, presented an update of how the census is being promoted in the schools. She stated that there are now 15 census "question and answer" centers in Sunnyvale. She also presented information regarding upcoming census events. The Columbia Neighborhood Center will host census events on March 18 and 25, from Noon to 4:00 p.m., and the Census Bus will arrive at Sunnyvale City Hall at 1:00 p.m. on March 28. More information may be obtained by calling the local census office at 524-8062 or by contacting City staff at 730-7440. The Census Bureau’s web site is www.census.gov, and contains the census questionnaire in 49 different languages.
City Manager LaSala commended the work of the Sunnyvale Census Committee.
Cheryl Bissey, Operations and Development Manager, and Suzi Blackman, President/CEO, both of the Sunnyvale Chamber of Commerce, presented Councilmember Valerio with a framed picture to commemorate his service to the Valley Transportation Authority (VTA) Board and commended his leadership on light rail issues.
Councilmember Miller announced that ABAG and BCDC are holding a Regional Noise Overflight Workshop on April 27 at 7:00 p.m. at the Palo Alto Arts Center in Palo Alto.
Mayor Vorreiter announced that the nominations for Community Awards for the State of the City event are due in the Office of the City Manager on March 17. Nomination packets may be obtained by calling 730-7535. Awards will be presented at the State of the City event, "Many Cultures, One Community," on Saturday, May 6 in downtown Sunnyvale.
COMMUNITY ORGANIZATION "MOMENT OF OPPORTUNITY" PRESENTATION
Major Ken Hood, Commanding Officer, Salvation Army, Sunnyvale/Mountain View Area, presented the history and founding of the Salvation Army. The organization provides food, emergency housing, drug and alcohol treatment programs, disaster relief efforts, and character-building activities to instill behaviors and beliefs in children. The Salvation Army is the nation’s most well-known charity and is also a church. Volunteers or individuals wishing to make contributions may contact the Salvation Army at 720-0420. Arrangements for donations of large items which require pick-up may be made by calling (800) 95-TRUCK.
CONSENT CALENDAR
Vice Mayor Walker moved, and Councilmember Miller seconded, to approve the Consent Calendar as presented. The motion carried unanimously.

Principal Planner Price presented the staff report and responded to Council questions.
City Attorney Armento and Planning Officer Ryan also responded to Council questions.
Mayor Vorreiter opened the public hearing at 8:06 p.m.
Thom Bryant, Director of Workplace Resources, Network Appliance (applicant), presented a brief background of the company and stated his support for the project.
David Hitz, Vice President of Engineering, Network Appliance, shared the history of the company.
Dr. Joe Rudnicki, Superintendent, Sunnyvale Elementary School District, expressed support for the project.
Suzi Blackman, President/CEO, Sunnyvale Chamber of Commerce, expressed support for the project.
Thom Mayer addressed the matters of rezoning, floor area ratio (FAR), and incentives for use of public transit. He also stated that a sidewalk for pedestrian access was needed on the north boundary of the property, and that a sidewalk at the level of the parking lot was needed on the west edge of the property connecting Moffett Drive to Crossman Avenue.
Mayor Vorreiter closed the public hearing at 8:25 p.m.
Councilmember Risch moved, and Councilmember Roberts seconded, approval of the staff recommendation to affirm the Mitigated Negative Declaration and approve the Use Permit subject to the Conditions of Approval. The motion carried unanimously.

Parks and Recreation Director Walker presented the staff report and responded to Council questions.
Mayor Vorreiter opened the public hearing at 8:34 p.m.
Bruno Marino spoke in support of advantages to Sunnyvale residents.
Mayor Vorreiter closed the public hearing at 8:36 p.m.
Councilmember Valerio moved, and Vice Mayor Walker seconded, to approve the staff recommendation to complete the Study Issue in accordance with the work plan as outlined in the staff report. The motion carried unanimously.

NON-AGENDA ITEMS & COMMENTS
COUNCIL
Councilmember Risch requested information on the process for development projects being furnished to the VTA and the Air Board.
Community Development Director Boesch responded that staff will look into the matter.
Councilmember Miller requested that the Noise Overflight Workshop information be broadcast on KSUN.
City Manager LaSala responded that the information will be broadcast.
Councilmember Miller announced that the Air Board will be sponsoring a lawnmower buy back program in the Bay Area in order for residents to trade their gas mowers for less-polluting models. She further announced that she would like to hear from Sunnyvale residents interested in the City potentially hosting the buy back program next year.
