SUBJECT: Award of Contract for Engineering Consulting Services for Community Center and Library HVAC System Modifications (Contract #F9902-60)(RTC#00-088)
REPORT IN BRIEF
Approval is requested for the award of a contract to ESI Engineering Services, Inc., of Walnut Creek to provide professional evaluation and design services for Phase 1 of the Sunnyvale Community Center and Public Library Heating, Ventilating, and Air Conditioning (HVAC) Systems Modifications Project (Project PR-99/02-00) for the Department of Public Works Project Administration Division.
BACKGROUND
In March 1996, the Department of Public Works contracted with Sverdrup Facilities, Inc., to conduct an evaluation of the existing Community Center and Public Library HVAC systems. Sverdrups assessment of the equipment revealed that the majority of system components have exceeded their service life and need to be redesigned and replaced to ensure that the systems will operate most efficiently.
Some of the many problems currently being experienced with the HVAC systems are inconsistent hot and cold spots, unregulated and unbalanced airflows, ineffective system zoning, malfunctioning components and miscalibrated and incompatible controls.
DISCUSSION
In 1996, Public Works staff interviewed several consulting firms to determine those firms best qualified to perform engineering consulting services for the City. ESI Engineering Services, Inc., was determined by the evaluation team to be among the best qualified engineering consulting firms in the Bay Area.
Section 2.08.070(b) of the Sunnyvale Municipal Code exempts from competitive bidding contracts for professional services.
Staff recommends the award of a contract to ESI Engineering Services to (1) analyze the existing HVAC systems and identify the underlying causes of system deficiencies at the Community Center Recreation Building, Indoor Sports Center, Creative Arts Building, and Theater and at the Public Library, (2) prepare an evaluation report which includes recommendations for eliminating the problems and improving the systems, (3) prepare bid plans and specifications, and (4) provide bidding and construction support services.
FISCAL IMPACT
Total cost to the City will not exceed $73,447 which includes:
I. Analysis and Evaluation Work $39,165
Design Work
A. Design Services $15,282
B. Bidding Support Services $ 3,000
C. Construction Support Services $ 5,000
D. Reimbursable Expenses $ 1,000
Subtotal $24,282
III. Optional Additional Services Not to Exceed $10,000

Total Cost Not to Exceed $73,447
Funds are available in Capital Projects #818450 (Public Buildings Community Center HVAC) and #817950 (Public Buildings Civic Center HVAC).
RECOMMENDATION
It is recommended that Council award a contract in an amount not to exceed $73,447to ESI Engineering Services, Inc., of Walnut Creek to provide professional evaluation and design services for Phase 1 of the Sunnyvale Community Center and Public Library Heating, Ventilating, and Air Conditioning (HVAC) Systems Modifications Project (Project PR-99/02-00).
