Approval is requested for the award of a contract to Bond Blacktop, Inc., of San Jose for the installation of slurry seal coat on various streets for the Department of Public Works Project Administration Division.

Each year, selected streets within the boundaries of the City of Sunnyvale are coated with slurry seal as a routine maintenance project. This year’s project includes 4,426,609 square feet of coating.

Historically, this work has been outsourced through a competitive bidding process.

Bid specifications were prepared by Public Works and Purchasing staff. The Notice Inviting Bids was published in The Sun on February 9, 2000; and the bid package was distributed to Bay Area Builders Exchanges. In addition, direct notice was given to nineteen local contractors who are included on the Purchasing Division bidders list for this type of work.

Sealed bids were received and publicly opened on February 23, 2000. Five responsive bids were received.

Staff recommends acceptance of the bid from Bond Blacktop, Inc., the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

It is recommended that Council award a contract in an amount not to exceed $233,624 (bid amount of $203,624 plus contingency of $30,000) to Bond Blacktop, Inc., of San Jose for the installation of slurry seal coat on various streets.
