COUNCIL POLICY FORM

SUBJECT: Council Recognition

POLICY PURPOSE:

This policy is designed to establish procedures for formal Council recognition of Boards and Commissions members; City staff; outgoing Councilmembers and Mayor; and dignitaries.

POLICY STATEMENT:

      1. Boards and Commissions

      1. Appreciation Luncheon: Each year the City Council will host an appreciation luncheon for citizens who have served on Boards and Commissions in the previous year. At that time, plaques and certificates of appreciation will be distributed to outgoing members and newly appointed members will be formally recognized.
      2. Plaques: Plaques will be presented to each citizen who has served a full four-year term on a City Board or Commission. The plaque will be engraved with the individual’s name; appointed Board/Commission; dates of service; and the City’s official logo.
      3. Certificates of Appreciation: Certificates will be presented to each citizen who has served less than four years on a City Board or Commission. The certificate will be inscribed with the individual’s name; appointed Board or Commission; dates of service and the City’s official logo. Each certificate will be signed by the full Council.
      4. Ad Hoc Committees: Citizens who serve on special Ad Hoc committees or task forces will be publicly recognized at either the annual appreciation luncheon or at a Council meeting depending on the completion date of their assignment. Certificates of Appreciation signed by the entire Council will be presented to each citizen.

      1. Resolution of Appreciation: Resolutions of Appreciation signed by the full Council will be presented to all City staff members who have retired from City service. The resolution will summarize the employee’s service to the City, highlighting major accomplishments or achievements.

      3. Plaques: Plaques will be presented to the City Manager; City Attorney; Assistant City Manager; and Department Directors when retiring or resigning from City service. The plaque will be engraved with the employee’s name; title; dates of City service and City logo.

      1. City Council

      1. Councilmembers: Outgoing Coucilmembers will be presented with plaques and Council momentos not to exceed $200. The plaque will be engraved with the Councilmember’s name; dates of service; and the City logo.
      2. Mayor: Councilmembers completing a term as Mayor will be presented with a plaque and Council momentos not to exceed $200. The plaque will be engraved with the outgoing Mayor’s name; dates of service; and City logo.

      1. Official City Souvenir

      1. Dignitaries: At the discretion of the Mayor, a dignitary visiting Sunnyvale will be presented with one of the City’s official souvenirs. If appropriate and time permitting, the souvenir can be engraved with the dignitary’s name and date of visit.
      2. Mayor and Councilmembers visiting other cities and countries on City related business can also, at their discretion, present an official City souvenir to hosting dignitaries.

      3. Visiting Groups: Study groups or groups who tour the City facilities from outside the City will be presented, when appropriate, with a visitors packet highlighting City programs and services.
      4. Requests for Souvenirs: All requests for official City souvenirs will be brought to the attention of the Mayor. If the request does not fall within the provisions of this policy – a fee may be charged to cover the City’s cost for manufacturing the souvenir.

The City will work with the Chamber of Commerce and/or other local non-profit organizations to ensure that the souvenirs are available for purchase at a reasonable cost by the general public.
