SUBJECT: CENSUS 2000 - COMMUNITY OUTREACH COMMITTEE UPDATE - Information Only
REPORT IN BRIEF
This report is to update the City Council on the efforts of the Census 2000 Community Outreach Committee and its partnership activities with the U.S. Census Bureau towards achieving a complete census count of the population of the City of Sunnyvale.
On February 9, 1999, the City Council formed and appointed the Census 2000 Outreach Committee to implement, support and participate in the Census efforts and to make sure that all citizens and residents of Sunnyvale are counted.
The Committee has developed and implemented its plan of action to support its goals and objectives. There have been numerous outreach efforts accomplished with more actions to be completed prior to April 1st. Stronger partnerships have been established between the local census bureau offices, schools, faith-based organizations, businesses and community-based organizations towards achieving an accurate census count for the City of Sunnyvale.
The Committee is inviting the Council to participate, support and attend the Census Bus Tour in Sunnyvale on March 28, 2000 and to complete and return the Census Questionnaire.
BACKGROUND
On February 9, 1999, the City of Sunnyvale formed and appointed the Census 2000 Outreach Committee in response to the Census Bureau's request. The purpose of the Committee is to ensure an accurate census count of Sunnyvale's population. The goals of the Committee are:
To make everyone in Sunnyvale aware of Census 2000.
To motivate residents to participate by filling out the census form and returning it immediately.
To develop a plan of action to support Census 2000 operations, recruiting and promotion.
To implement activities that will improve census participation by all residents.
To augment media programs, publicity and promotions by the Census Bureau.
DISCUSSION
The Census 2000 Outreach Committee has committed to achieve a 100% count of the population of the City. The strategic plans that the Committee has outlined towards meeting the goals and objectives of the Committee are now being implemented.
On January 7, 2000, the Local Census Bureau opened two offices in the City of Sunnyvale. With the Committee's established partnership with schools and the Sunnyvale Chamber of Commerce along with the strong support of city staff, the Committee was instrumental towards the success of this important event. Fremont High School provided a student who sang the national anthem and the Sunnyvale Chamber of Commerce led the ribbon cutting ceremony. City staff provided assistance in managing traffic and safety during the ceremony. More importantly, the Mayor, Vice Mayor, several city council members, directors and managers attended this important event demonstrating the strong support of the City on this endeavor.
On January 8, 2000, the Committee kicked-off its outreach efforts with its participation in the Celebrate Sunnyvale 2000 Parade. The Census Bureau was invited to participate in this event and several thousand flyers, posters, pencils and other promotional materials were given to children, parents and members of the community to bring awareness that the Census is coming.
The Committee provided Census scholastic materials, coloring books, maps and other promotional materials to elementary, middle and high school students in Sunnyvale.
The Committee continued to promote census awareness every weekend at the Farmers' Market on Murphy Avenue.
The Committee established ways of communicating to members of faith-based organizations in Sunnyvale.
The Committee partnered with major corporations to participate in these efforts. Some corporations have provided volunteers to assist in the Questionnaire Assistance Centers (QACs), held awareness events in their campuses and other employee activities towards this cause. On March 20 and 30, 2000 from 6pm-8pm, Synopsys will open its campus and sponsor a QAC for residents of Sunnyvale.
The Committee worked very closely with community-based agencies to reach the hard-to-enumerate population. On March 18 and 25, 2000, in partnership with Columbia Neighborhood Center and Sunnyvale Community Services Agency, there will also be a QAC from 12pm-4pm.
On March 29, the Committee will assist the local census bureau in counting the homeless of Sunnyvale.
The Committee published several articles promoting awareness of the coming Census. The Committee inserted stuffers to city employee paychecks and there will be stuffers in the utility bills to urge residents to complete and return the census questionnaire. The Committee distributed posters to businesses to post in their establishments. Information about Census activities in Sunnyvale has been published on the City's web site and the local cable station and newspaper.
The Committee continues to implement its outreach efforts to ensure that every resident of Sunnyvale is counted.
On Tuesday, March 28, the City of Sunnyvale, in partnership with the cities of Milpitas and Mountain View and the local census bureau, will be hosting the Census Bus Road Tour in the Silicon Valley. Attachment A details the Census Bus Road Tour.
The participants in the Census Bus Road Tour program include city officials, school representatives, students, community-based organizations and local corporations/businesses. The program format will emphasize the importance of the Census as it affects everyone from all walks of life.
The Committee is inviting members of the City Council, Boards and Commissions, leaders and interested members of the community to participate and support the Committee in its efforts to achieve a 100% complete count of the population of Sunnyvale.
FISCAL IMPACT
No fiscal impact other than staff hours budgeted to support the committee and some cost of promotional materials. On February 15, 2000, the City was awarded $6,778.00 of State funds based on estimated undercount population of the 1990 Adjusted Census and because the City has implemented a complete count committee. The funds would be used to implement promotion of and participation in the Census.
PUBLIC CONTACT
This Report was included as part of the City Council Agenda. Copies of the report were also sent to the Library, Sunnyvale Chamber of Commerce, Census Bureau and was published on the Sunnyvale Web Site.
ALTERNATIVES
That the City Council participates and supports the
Census Bus Tour in Sunnyvale on March 28, 2000, promotes Census awareness,
complete and return the Census Questionnaire by April 1, 2000.
That the City Council not participate and support the Census Bus Tour in Sunnyvale, not promote the Census and not complete the Census Questionnaire.
