MINUTES
SUNNYVALE CITY COUNCIL
APRIL 4, 2000
The City Council of the City of Sunnyvale adjourned from a 6:30 p.m. study session regarding Prevailing Wages for Maintenance and Repair of Public Works Projects and City Contracts and met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m. with Vice Mayor Walker presiding.
SALUTE TO THE FLAG
The salute to the flag was led by Vice Mayor Walker.
Vice Mayor Walker announced that Mayor Vorreiter was absent due to a legislative meeting in Sacramento.
SPECIAL ORDER OF THE DAY
Vice Mayor Walker announced that April was being officially celebrated as the Month of the Young Child, and read a proclamation regarding this event.

PUBLIC ANNOUNCEMENTS
Yolanda Brown, Chair of Sunnyvale Census 2000 Committee, reminded all residents of the importance of completing the census forms. Assistance can be obtained from the local census office (524-8062) or City staff (730-7440).
COMMUNITY ORGANIZATION "MOMENT OF OPPORTUNITY" PRESENTATION:
Ann Marcourt of Project Sentinel explained the organization’s goals and purpose. The group provides tenants and landlords with assistance in the areas of information, referrals, and dispute resolution services. The organization processes 2,000 to 3,000 phone calls per year, and persons in need of housing services are encouraged to contact Project Sentinel’s Sunnyvale office at 720-9888.
CONSENT CALENDAR
Councilmember Miller requested that Item 1.E be pulled from the Consent Calendar.
Councilmember Miller moved, and Councilmember Roberts seconded, approval of the consent calendar, with the exception of Item 1.E., and with a correction to the adoption date on the resolution for Item 1.D. (date changed from March 28, 2000 to April 4, 2000). The motion carried unanimously.

Resolution Supporting Borregas Avenue Bridges Bicycle and Pedestrian Improvement Project, Authorization for the City Manager to Execute Required Agreements for Bicycle and Pedestrian Improvement Project and Budget Modification No. 27 Staff Recommendation: Authorize the City Manager or his designee to execute required agreements for a TEA-21 Transportation Systems Operations grant for bicycle and pedestrian bridges over Routes 101 and 237 at Borregas Avenue; adopt the resolution; and approve Budget Modification No. 27 in the amount of $149,152. Safety and Security Training for Staff and Board Members Conducting Public Hearings |
Public Safety Director Bakin presented the staff report and responded to Council questions. Public Safety Officer Fortin also responded to Council questions.
Vice Mayor Walker opened the public hearing at 7:44 p.m.
Thom Mayer spoke in support of the training and in opposition to the additional expense of having an officer present at public meetings.
Vice Mayor Walker closed the public hearing at 7:45 p.m.
Councilmember Miller moved, and Councilmember Fowler seconded, to approve training for all Board/Committee/Council Members and associated City Staff at a cost of $6,071.54, which would be absorbed by the existing Police Services budget.
Councilmember Fowler offered a friendly amendment to also direct staff to look into the installation of panic buttons and other means of signaling an emergency.
Councilmember Miller did not accept the friendly amendment, as this was an option that Public Safety staff was already looking into.
The motion carried unanimously.

Community Development Director Boesch requested continuance of these matters to the dates specified.
Vice Mayor Walker opened and closed the public hearing at 7:49 p.m.
Councilmember Valerio moved, and Councilmember Roberts seconded, continuance of these matters to the dates requested by staff (April 11, 2000 and June 6, 2000). The motion carried unanimously.

CITIZENS TO BE HEARD
There were no citizens to be heard.
NON-AGENDA ITEMS & COMMENTS
COUNCIL
Councilmember Risch commended census staff on the good work he recently observed while participating in an early morning census field activity.
Councilmember MIller commended local realtor Bobbie Lemberg on being named to Coldwell Banker’s International President’s Circle. Ms. Lemberg is a 27-year veteran of local real estate, a Star Group member of the Sunnyvale Chamber of Commerce, and a Board Member of Sunnyvale Community Services.
Councilmember Miller encouraged interested residents to attend a Regional Noise Overflight Workshop on April 27 at 7:00 p.m. at the Palo Alto Arts Center in Palo Alto.
