Bay Counties Waste Services (Santa Clara, California)
Proposer
Bay Counties is the franchised refuse collection contractor for Sunnyvale, operating under the name Specialty Solid Waste & Recycling. Bay Counties is privately held. Ownership of Bay Counties is shared among 14 individuals associated with Pleasanton Garbage and South San Francisco Scavengers, and Specialty. Bay Counties has annual gross revenues of approximately $11 million, nearly all from its collection contract with the City of Sunnyvale.
Pleasanton Garbage collects solid waste and recyclables in Pleasanton and operates a materials recovery facility/transfer station there.
South San Francisco Scavenger collects solid waste and recyclables in South San Francisco, Millbrae, Brisbane, and San Francisco International Airport. It operates a materials recovery facility/transfer station in South San Francisco and is in the process of constructing a new facility in the Oyster Point area adjacent to San Francisco Bay.

Burrtec Waste Industries, Inc. (Fontana, California)
Proposer
Burrtec Waste Industries collects solid waste and recyclables in both franchised and unfranchised settings in a number of communities in the Riverside/San Bernardino area. Burrtec is privately held, and has annual gross revenues of approximately $49 million. It is affiliated with EDCO Disposal Company, which serves a number of communities in Southern California.
Burrtec operates three recycling/transfer station facilities in Victor Valley, Riverside, and Fontana. A transfer station under construction in the Coachella Valley is scheduled to go into operation later this year.

Proposal did not identify subcontractor temporary agency proposed to provide 124 operations workers. Upon further request, temporary agency name was provided. Upon a third request, the agency’s telephone number, address, and other agency information was provided.
A typographical error on Proposal Form 7 (minimum personnel requirements) was corrected.
A typographical error on Proposal Form 10 (number of Drop-off Center bins) was corrected.
Proposal Form 11 did not contain required employee headcount information, and did not state assumptions related to revenues. The proposer provided the headcount information and the revenue assumptions. The weight to volume conversion factors provided explained why the proposer assumed receipt of approximately 55% of the public haul volume assumed by the three other proposers.
A sample of Health and Safety procedures from a Burrtec facility was requested and provided.
GreenTeam/Zanker (San Jose, California)
Proposer
GreenTeam/Zanker is a joint venture between two Bay Area solid waste companies, GreenTeam and Zanker Road Resources Management, Ltd. The ownership of the two companies includes some common partners.
GreenTeam is a partnership formed in 1992 to collect curbside recyclables under a contract with the City of San Jose. It is a joint venture consisting of three partners, GreenWaste Recovery, Inc., Green Valley Disposal and Recycling Co., Inc., and Peninsula Sanitary Service, Inc. GreenTeam has annual gross revenues of approximately $21 million.
Zanker Road Resource Management, Ltd. operates the Zanker Road Landfill in San Jose. The Zanker Road Landfill takes only "dry" garbage and includes extensive materials recovery operations. Zanker Road Resource Management also operates the Z-Best Composting Facility in southern Santa Clara County. Zanker has annual gross revenues of approximately $12 million.

Proposer
Norcal, based in San Francisco, is the largest of the four proposers, with annual gross revenues of approximately $338 million. It operates collection, transfer, composting, and landfill facilities throughout Northern California and in San Bernardino County through more than two dozen subsidiary companies. Norcal’s largest operations are Golden Gate Disposal and Sunset Scavenger, which serve San Francisco. Locally, Norcal is the parent company of Foothill Disposal, the franchised collector for the City of Mountain View. Norcal also collects refuse and recyclables in a number of local cities through other subsidiary companies that include Los Altos Garbage Company.

Seven other Norcal corporate-level individuals are also identified with specific subject areas such as operations, health & safety, marketing, etc. However, these individuals are not expected to have direct on-site involvement in SMaRT operations. No operational personnel were identified.
