SUBJECT: Award of Bid for the Installation of Asphalt Concrete Overlay on Bernardo Avenue (Bid #F9901-53)(RTC#00-112)

REPORT IN BRIEF

Approval is requested for the award of a contract to El Camino Paving, Inc., of Mountain View to install asphalt concrete overlay on Bernardo Avenue for the Department of Public Works Project Administration Division (Project No. ST-00/01-00).

BACKGROUND

As part of the Department of Public Works’ routine street maintenance program, Bernardo Avenue, from El Camino Real to Fremont Avenue, is scheduled for the installation of asphalt concrete and deep-lift pavement this year.

Historically, work of this type is outsourced through a competitive bidding process.

DISCUSSION

Bid specifications were prepared by Public Works and Purchasing Staff. The Notice Inviting Bids was published in The Sun on February 9, 2000; and the bid package was distributed to Bay Area Builders Exchanges. In addition, direct notice was given to nineteen local contractors who are included on the Purchasing Division bidders list for this type of work.

Sealed bids were received and publicly opened on February 23, 2000. Seven responsive bids were received.

Staff recommends acceptance of the bid from El Camino Paving, Inc., the lowest responsive and responsible bidder.

A determination was made that this project will have no significant effect on the environment in accordance with CEQA guidelines for categorically exempt projects.

The project design was done in-house.

Funds for this project are available in Public Works Account #112010.

RECOMMENDATION

It is recommended that Council award a contract in an amount not to exceed $250,617 (bid amount of $215,617 plus contingency of $35,000) to El Camino Paving, Inc., of Mountain View to install asphalt concrete overlay on Bernardo Avenue.
