SENIOR TRANSPORTATION PLANNER
DEFINITION
Under general direction, leads in the formulation and development of comprehensive City plans and policy involving local and regional transportation issues and their impact upon the economic viability and development of the City. Supports individual City Council members in their intergovernmental duties with respect to transportation. Performs lead function in the development review process for one or more Public Works divisions. Supervises professional and technical employees. Manages transportation grant writing and administration activities for the Public Works Department. Responsible for transportation planning studies and reports and inter-agency liaison, participates in budget development and oversight.
DISTINGUISHING CHARACTERISTICS
Members of this classification require a thorough knowledge of rules, regulations, codes, and issues involved in transportation planning. Incumbents report to the City Traffic Engineer in the Department of Public Works. It is distinguished from the planner job family (Assistant Planner, Associate Planner, Principal Planner) which report to the Community Development Department and which focus on land use issues within the City. It is distinguished from the Transportation Planner due to responsibility for project and program management and budget oversight of complex transportation planning studies, grants and development review functions.
ESSENTIAL FUNCTIONS
- Conduct and supervise studies, and analyze and evaluate technical proposals, relating to the financial and political impact of land use for regional transportation issues.
- Act as liaison with County, regional, and State agencies involved with transportation planning.
- Act as liaison with representatives of other government agencies, major local industries, and citizen groups to discuss traffic problems.
- Act as advisor to other City Departments and divisions on matters related to traffic control and safety.
- Provide primary staff support to City advisory committees, as assigned.
- Review, recommend and direct improvements to City traffic programs, projects, systems, and policies.
- Assume primary responsibility for long range and current transportation and traffic planning activities.
- Conduct studies on specialized and complex planning issues and make recommendations to City Council.
- Direct, coordinate or personally prepare reports and studies on transportation projects and issues and makes presentations to City Council, and various commissions and committees.
- Interpret federal, state, regional, and local policies and procedures to staff and public.
- Review and comment on environmental impact reports.
- Monitor, prepare documentation and represent the City as required for applying for, securing, and managing outside transportation grant revenue.
- Coordinate on transportation issues with various disciplines within City government related to development and capital project review.
OTHER FUNCTIONS
- Assist in preparing Traffic Division's goals, objectives, and annual budget.
- Represent traffic division in civic meetings.
- Represent City at public hearings, regional meetings, and other transportation-related functions.
- Assist in budget preparation for projects related to traffic engineering.
- May act for the City Traffic Engineer in her/his absence.
- Perform other duties, as assigned.
MINIMUM QUALIFICATIONS
Education & Experience:
Any combination of education and experience equivalent to a Bachelor's degree in traffic planning, civil engineering, public administration, urban planning, or other closely-related subject from an accredited university and four years of progressively responsible professional planning or administrative experience primarily in transportation planning activities, including at least two years in a project lead/manager capacity.

Knowledge of:

- methods of traffic impact studies and environmental analysis;
- relevant federal, state, local laws and regulations;
- functions of state, regional and local transportation agencies
- environmental regulations and issues related to transportation planning;
- broad municipal government roles and functions
Skill in:
- implementing, interpreting, and explaining complex policies, procedures, code and ordinances;
- conducting analytical studies, compiling technical, statistical and economic information, evaluating alternatives, and making sound recommendations.
- preparing clear and concise correspondence and reports;
- making oral presentations at public hearings and other formal meetings;
- establishing and maintaining effective work relationships with the public and other City staff;
- customer service;
- reading and interpreting maps, plans, and specifications.
