The WPCP Administration Building Improvements Project includes furnishing and installing a roofing system, including associated flashing; heating, ventilating and air conditioning equipment and associated ductwork and piping; underground duct banks, pullboxes, and conduits; and electrical connectors, disconnect switches, circuit breakers, cable and wire, conduits, panel boards, transformer, and uninterruptible power supply.

Bid specifications were developed by Public Works Engineering and Purchasing staff. The Notice Inviting Bids was published in The Sun on February 2, 2000; and the bid package was distributed to Bay Area Builders Exchanges. In addition, direct notice was given to eighteen local contractors who are included on the Purchasing Division bidders list for this type of work.

One sealed bid was received and publicly opened on February 23, 2000.

The only bid received was from HRB Construction of San Jose in the amount of $318,202. This bid greatly exceeds the engineer’s estimate of $217,000 as well as the funding available for this project.

Staff recommends rejecting this bid and rebidding the project at a later date following a review and revision of bid specifications.

Revision of bid specifications may result in better competition and more favorable bid pricing for the City. However, the actual fiscal impact cannot be determined at this time.

It is recommended that Council reject the bid received from HRB Construction of San Jose for the Water Pollution Control Plant Administration Building Improvements Project #PR-98/16-99 and authorize staff to rebid this project at a later date.
