SUBJECT: Travel Authorization for Councilmember Valerio to Speak at Workshop in North Carolina – URGENCY ITEM
REPORT IN BRIEF
Councilmember Valerio has recently been invited by the Research Triangle Regional Partnership to speak on a panel entitled "Lessons Learned: A Discussion with Silicon Valley Leadership." The session will be Friday, April 14, 2000. This issue came to staff’s attention after the regular agenda was prepared and posted on April 7, and is of a nature that requires Council action prior to the next meeting.
Existing Council policy (Attachment A) requires that Council pre-authorize certain Council travel. As such, Council is asked to approve Councilmember Valerio’s request. There is no fiscal impact, as sufficient funds are available in the Councilmember’s current travel budget.

DISCUSSION
Councilmember Valerio has been asked by the Research Triangle Regional Partnership to speak at a workshop in North Carolina. The topic is
"Lessons Learned: A Discussion with Silicon Valley Leadership." The session will be Friday, April 14, 2000. Approximately 50 business and government officials from North Carolina will be attending. Councilmember Valerio has been asked to discuss the Sunnyvale approach to economic development, land use and transportation planning, and cooperation with the business community. Carl Guardino will be speaking on behalf of the Silicon Valley Manufacturing Group.City policy states that Councilmembers’ attendance at conferences and meetings can be both beneficial and cost effective to the City. The policy provides a list of reasons a Councilmember may choose to travel to a conference or meeting, such as: voting on behalf of the City, serving on a committee, educational program, advocacy on behalf of the City, and sharing of the City’s expertise.
The policy goes on to state:
Specific Council authorization is not required for Councilmembers to attend conferences and meetings which fall under Section III of this policy (the items noted above), subject to the Councilmember’s budget limitations. In addition, Councilmembers may attend conferences and meetings that meet one or more of the following purposes, subject to individual budget limitations and prior Council approval to attend:
As a result of this policy, Council is asked to provide prior approval to Councilmember Valerio’s request to participate in the April 14 workshop in North Carolina.
FISCAL IMPACT
There is no fiscal impact to this issue. Sufficient funds are available in Councilmember Valerio’s FY 00/01 travel budget to cover the costs of this trip.

Due to the time limitations, this item was not on the regular agenda. However, it was posted on the City’s website on Tuesday morning, April 11.

RECOMMENDATION
Staff recommends alternative #1, approve authorization for Councilmember Valerio to speak at the Research Triangle Regional Partnership workshop on April 14.
