SUNNYVALE CITY COUNCIL
MAY 2, 2000

 

The City Council of the City of Sunnyvale adjourned from a 4:15 p.m. Closed Session regarding Public Employee Performance Evaluation: City Attorney; a 5:15 p.m. Study Session regarding a Workplace Improvement Effort Progress Report; and a 6:50 p.m. Study Session regarding a Review of Budget Supplements and Future Fiscal Issues and met in regular session the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m. with Mayor Vorreiter presiding.

SALUTE TO THE FLAG

The salute to the flag was led by Mayor Vorreiter.

SPECIAL ORDER OF THE DAY

Mayor Vorreiter introduced Suzana Gal, who during the past 11 years helped thousands of Sunnyvale residents with their housing problems in her role as Project Dispute Resolution Director for Project Sentinel. In this capacity, she served the community by mediating potentially explosive situations between landlords and tenants and was an example for the other employees of the agency. The direction of Project Sentinel has been to encourage satisfactory resolution to all parties and help residents retain their housing in this tight market. The Mayor then presented Ms. Gal a plaque for her service to the residents of Sunnyvale.

PUBLIC ANNOUNCEMENTS

Joe Gutierrez, representing Orchard Heritage Park Interpretive Exhibit (OPHIE), thanked two donors, FMC for a $25,000 donation and Burrel Leonard of the City of Cupertino, the largest single gift contributor for his donation of $100,000, their first and only Platinum donor.

Gene Longinetti of the Fremont Union High School District presented Mayor Vorreiter with a certificate of recognition from the school district’s 75th Anniversary Celebration for support of and participation with the Fremont Union High School District and the Community in educating capable, caring, citizens for life.

Councilmember Fowler congratulated the new President of the Lakewood Village Neighborhood Association, Michael Genese.

Mayor Vorreiter announced the City of Sunnyvale State of the City Event, which will take place on Saturday, May 6th in downtown Sunnyvale on Washington Avenue at South Murphy. The event theme "Many Cultures, One Community" will feature multi-cultural entertainment from 11:00 a.m. – 1:00 p.m. with a program and reception from 1:00 p.m. to 3:00 p.m.

COMMUNITY ORGANIZATION "MOMENT OF OPPORTUNITY" PRESENTATION

Judy Whittier, Director of Community Relations, Bill Wilson Center, spoke regarding services provided at the center including counseling, shelter, education and support for teens. She also noted a need for volunteers. The center can be reached at (408) 243-0222.

Vice-Mayor Walker moved, and Councilmember Miller seconded, approval of the Consent Calendar. The motion carried unanimously.

Staff Recommendation: Accept the agreement with Frontier Pacific Insurance Company under the terms of the Performance Bond contracted with James R. Clark Company; award a new construction contract for this project to Watkin & Bortolussi, Inc. for $496,800 as a replacement for the original contractor; and approve a contingency of $74,520.

Possible 50-Meter Pool Partnership Between the City of Sunnyvale and Fremont Union High School District

Parks and Recreation Director Walker presented the staff report. Leisure Services Manager John Lawrence was also available to answer questions.

Mayor Vorreiter opened the public hearing at 8:24 p.m.

Helen De Wolfe stated concerns on funding and potential cost overrun for the new Senior Center.

Ron Swegles announced that he was the only dissenting vote on the Parks and Recreation Commission regarding the pool partnership. He requested Council allow the City Manager to review the budget and make recommendations for funding prior to a final decision.

Mayor Vorreiter closed the public hearing at 10:30 p.m.

Councilmember Valerio moved, and Councilmember Risch seconded, to endorse the concept of a joint use agreement between the City of Sunnyvale and Fremont Union High School District for a 50-meter pool as outlined in staff report (Attachment B), but not, at this time, authorize the City Manager to enter into agreement, and request the City Manager and Staff factor this item into their recommendation at the Budget Workshop in June.

The motion carried unanimously.

CITIZENS TO BE HEARD

There were no citizens to be heard.

NON-AGENDA ITEMS & COMMENTS

COUNCIL

Councilmember Risch stated he had received calls from citizens regarding the re-routing of flights from the San Francisco Airport into the Bay Area and requested an update from the City Manager.

City Manager LaSala stated that staff members attended a public meeting in San Jose today. He also stated that the FAA has extended the comment period on this subject for over one month, which will allow staff more time to research the issue. He further stated that a letter will be prepared from the Mayor to the FAA raising concerns, and that the Council’s legislative policy supports the opposition to re-routing of San Francisco airport traffic to the South Bay and he will keep Council informed.

Councilmember Risch announced that he, Mayor Vorreiter, and Councilmembers Miller and Fowler recently attended the "Every 15 Minutes Program," a teen drunk-driving prevention program, coordinated by the Department of Public Safety. He commended Dori Fontaine, Mariana Alvarez, citizens and staff for their contributions to the program.

Councilmember Miller announced she recently attended an Air Traffic Overflight meeting in Palo Alto, and was disappointed by the low turnout. She stated that the FAA was well-represented and that staff from the Cities of Palo Alto and Mountain View were present.

Councilmember Miller announced that the Bay Area Air Quality Management District’s dates for the summer Spare the Air Program will be June 15 through October 15 and asked the City Manager if a city staff member was assigned to this event.

Councilmember Miller requested reconsideration of a Study Issue on a Wood Burning Smoke Ordinance.
