SUBJECT: Award of Contract for Computer Modeling of the Sunnyvale Water Distribution System (#F9904-73)(RTC#00-155)

REPORT IN BRIEF

Approval is requested for the award of a contract to David Evans and Associates, Inc., of San Jose to provide computer modeling of the Sunnyvale Water Distribution System for the Department of Public Works Engineering Division (Public Works Project No. UW-00/01-01).

BACKGROUND

The City’s existing water distribution system computer model (WADSY) was originally developed by Metcalf and Eddy Consultants in 1985 and has been used several times, most recently in 1994-1995. However, the software has not been updated. For that reason, it is no longer an effective planning tool. For example, it is no longer able to accurately measure the impact of a major emergency or disaster loss of supply from the City’s major water sources or the impact of new developments or redevelopments on the system.

DISCUSSION

David Evans and Associates, Inc., has presented a proposal for a new Water Distribution System Computer Model called WaterCAD. This model provides both steady-state and "snapshot" views of the distribution system as well as extended period simulations to see how the system behaves over time.

The proposal from David Evans and Associates is complete, including updating the existing database, installing and licensing the WaterCAD software, developing and verifying the model, applying the model to specific scenarios and reporting on the results, managing and coordinating the project, and training City staff to use the WaterCAD software. The software can run on existing City-owned computer hardware and will interface with the Citywide MAXIMO infrastructure maintenance management software.

David Evans and Associates has extensive experience with the City’s water distribution system and have staff who were part of the Metcalf and Eddy team that developed WADSY in 1985.

Section 2.08.070 (b) of the Sunnyvale Municipal Code exempts professional or specialized services from competitive bidding.

FISCAL IMPACT

Total cost to the City will not exceed $81,400 ($74,000 for the WaterCAD software and technical and professional services and a contingency of $7,400 for additional services, if needed).

Funds are available in Public Works Accounts No. 312980-5165 and 312980-5070.

RECOMMENDATION

It is recommended that Council award a contract to David Evans and Associates, Inc., of San Jose in an amount not to exceed $81,400 for computer modeling of the Sunnyvale Water Distribution System (Public Works Project No. UW-00/01-01).
