SUNNYVALE CITY COUNCIL
OCTOBER 10, 2000

The City Council of the City of Sunnyvale met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m. with Mayor Vorreiter presiding.

SPECIAL ORDER OF THE DAY

A Presentation of a Road Management Funds Check by County Supervisor Pete McHugh was scheduled, however, Supervisor McHugh was not present.

PUBLIC ANNOUNCEMENTS

Yolanda Brown, Boardmember of the Sunnyvale School District Education Foundation, announced the Foundation’s annual Art Auction on Thursday, October 12 at the Del Monte Building, with the preview beginning at 6:00 p.m. She also announced the Public Safety Department’s Community Pancake Breakfast and Safety Fair this Saturday, October 14 from 8:00 a.m. to 11:00 a.m. at Fire Station No. 2.

David Simons, President, Leadership Sunnyvale, announced that October 19 will be Health and Human Services Day for the current Leadership Sunnyvale class, sponsored by GreenTeam Zanker. He also stated that alumni Marian Smith was named National Office Nurse of the U.S. and that the Alumni of the Year was Jane Shoemaker.

Holly Lofgren stated that she recently found out that the Joint Study Session with the Planning Commission scheduled for 6:30 p.m. had been cancelled, and wanted to know if there would be a means for public input on the Commercial/Industrial Intensity item prior to Council action on November 28th.

Acting Community Development Director Rose stated that staff planned to have an advance release of the staff report on this issue at least a week prior to Council consideration. He also stated that staff would get back to Council with a full schedule, and that there will probably be more opportunity for public input prior to Council action.

Councilmember Roberts made announcements on behalf of the Council. He stated that this is Fire Prevention Week and is a good time for families to discuss how to escape a house fire, and to remember to test smoke alarms monthly and change smoke alarm batteries at least once each year. Residents may call 730-7652 for more information on fire prevention. He also announced that the second forum on Measure "S", the fluoridation ballot measure, will be held on October 19 and will be moderated by the League of Women Voters. The forum will take place in the Council Chambers at 7:00 p.m. and will be broadcast live on KSUN, Channel 18, as well as replayed on Fridays at 7:00 p.m. and Sundays at 5:00 p.m.

COMMUNITY ORGANIZATION "MOMENT OF OPPORTUNITY" PRESENTATION

Lori Burkhart of NASA Ames Volunteer Services spoke regarding the opportunities for individuals to volunteer at the NASA Ames Research Center in their public and school educational programs. Potential volunteers should be interested in science and math, and may call (650) 604-0494 for information about volunteer training and service opportunities.

Vice Mayor Walker moved, and Councilmember Risch seconded, approval of the Consent Calendar as presented. The motion carried unanimously, with Valerio abstaining on Item 1.A. – Approval of Minutes, since he was not present at the meeting of October 3, 2000.

Staff Recommendation: Approve Budget Modification No. 10 and authorize the City Manager to accept BAAQMD VIP funds.

Staff Recommendation: Award a contract in an amount not to exceed $84,425 to Perkin Elmer Instruments of Norwalk, Connecticut, to furnish and install an atomic absorption spectrometer system for the Water Pollution Control Plant.

Amendment to the Classification Plan and Salary Resolution: Assistant to the Director of Parks and Recreation

Staff Recommendation: Adopt resolutions approving inclusion of the new classification into the City’s Classification and Salary Resolution.

Resolution No. 194–00: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE AMENDING THE CLASSIFICATION PLAN OF THE CIVIL SERVICE BY CREATING THE JOB CLASSIFICATION TITLE OF ASSISTANT TO DIRECTOR OF PARKS AND RECREATION AND BY ADDING THE CLASSIFICATION SPECIFICATIONS THEREFOR

Approval of Child Development, Inc. as the NOVA Childcare Services Vendor for FY 2000/2001

Staff Recommendation: Concur with the decision of the NOVA Workforce Board and approve Child Development, Inc. as the NOVA childcare services vendor for FY 00/01, and authorize the City Manager to execute an agreement with Child Development, Inc.

Annual Review of Code of Ethics

Sr. Management Analyst/Deputy City Clerk Kelly presented the staff report.

Mayor Vorreiter opened and closed the public hearing at 7:45 p.m.

Vice Mayor Walker moved, and Councilmember Valerio seconded, the staff recommendation to reaffirm the Sunnyvale Code of Ethics for Elected and Appointed Officials. The motion carried unanimously.

CITIZENS TO BE HEARD

NON-AGENDA ITEMS & COMMENTS

COUNCIL

Councilmember Roberts requested a Study Issue, co-sponsored by Mayor Vorreiter and Councilmember Valerio, on "Housing Assistance for Teachers and Other Public Employees that Reside in Sunnyvale."

Assistant City Manager Chan stated that this item is a prior years’ Study Issue Item that will be brought back.

Councilmember Roberts requested that the issue be revisited to ensure that it reflects the current intent of the Councilmembers sponsoring this issue.

Councilmember Fowler requested a Study Issue to "Study Industrial Zoning in the Area Bounded by Lawrence, 237 and 101 for Consideration of Changing Zoning to Residential and Retail" with the intent of more opportunities for home ownership and retail activities.

Councilmember Miller gave an update of her intergovernmental activities. She stated that the Bay Trail organization will be meeting this Friday to decide how they spend the Governor’s $7.5 million to complete more segments of the Bay Trail, which has 200 of the 400 miles already completed. She also stated that the California Air Resources Board is supporting the Governor’s legislation that by 2004, 2% of all vehicles will have to meet zero emission standards. She further stated that the Bay Area Air Quality Management District recently studied air samples in an extensive study which showed how the air flowed throughout the state.

Mayor Vorreiter stated that she recently attended a Professional and Businesswoman’s Luncheon today in San Jose, and that she was inspired to encourage a greater presence from Sunnyvale next year at the luncheon.
