SUNNYVALE CITY COUNCIL
NOVEMBER 21, 2000

The City Council of the City of Sunnyvale met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m. with Mayor Vorreiter presiding.

Mayor Vorreiter introduced special dignitaries in the audience: Assemblywoman Elaine Alquist, County Assessor and former Mayor of Sunnyvale Larry Stone, former Mayor of Sunnyvale Pat Castillo, former Sunnyvale Councilmember Landon Noll, Palo Alto Mayor and Supervisor-elect for the 5th District Liz Kniss, Santa Clara Vice Mayor John McLemore, Superintendent of Sunnyvale School District Joe Rudnicki, and former Mayor of Sunnyvale Robin Parker.

PUBLIC ANNOUNCEMENTS

Julian Olsen, Sunnyvale Community Players, announced auditions for the play Annie, which will be held December 10 and 11 with the actual play being performed February 16 through March 11, 2001. He is seeking to raise awareness of the 200-seat community theater.

Councilmember Risch announced that construction is about to begin on the Mozart development in the downtown area. Valet parking services will start this weekend and will be available everyday from November 24 through December 24.

CONSENT CALENDAR

Vice Mayor Walker moved, and Councilmember Miller seconded, approval of the Consent Calendar. The motion carried unanimously.

Selection of Mayor and Vice Mayor for 2000-2001

Deputy City Clerk Kelly presented the staff report.

Mayor Vorreiter opened nominations for the Office of Mayor for the term of November 2000 to November 2001.

Councilmember Fowler nominated Vice Mayor Walker to serve as Mayor. No second was necessary, and the motion carried unanimously.

Mayor Walker recognized Councilmember Vorreiter for her service as Mayor, and thanked her for the leadership she provided the City. He then presented her with a plaque and a gift, a gift certificate for family portraits, commending her service as Mayor.

Councilmember Vorreiter thanked her Council colleagues for their support of her service as Mayor. She also thanked the City Manager, City Attorney, City staff, and gave special thanks to Pat Dorsey, Executive Assistant to the Mayor and Council, for her outstanding support and assistance. She then thanked the community and local businesses for their support, and stated that she wants to focus on those who do not regularly attend Council meetings, those new to the country, youth, and those struggling for adequate housing. She also acknowledged the presence of her mother, Florence Wolfe, and thanked her for her support. Furthermore, Councilmember Vorreiter thanked her husband John for his support.

Mayor Walker opened nominations for the Office of Vice Mayor for the term of November 2000 to November 2001.

Councilmember Miller nominated Councilmember Fowler to serve as Vice Mayor. No second was necessary, and the motion carried unanimously.

Vice Mayor Fowler stated that he was very honored to serve the community in this role, and that he looks forward to a dynamic and productive year under the leadership of Mayor Walker.

Selection of Seating Arrangements for City Councilmembers for 2000-2001

By unanimous consent, the City Council seating arrangement for 2000-2001 is as follows (from left to right, from the audience):, Councilmember Valerio, Councilmember Vorreiter, Vice Mayor Fowler, Mayor Walker, Councilmember Roberts, Councilmember Miller, Councilmember Risch.

CITIZENS TO BE HEARD

Jaynemarie Crawford spoke regarding the need for a traffic signal at Hollenbeck and Harvard Avenues. She stated that this was a busy intersection that many children must cross to get to school. She presented a petition containing the signatures of 250 concerned citizens in support of a traffic signal at the intersection.

Bud Kundich spoke regarding the proposed pedestrian/bicycle overcrossing at Mary and I-280, and stated that he attended a meeting of the Cupertino Bicycle and Pedestrian Advisory Committee meeting, and they made a recommendation to the City Council to initiate a feasibility study with a citizens advisory council. He then requested that Sunnyvale staff be present at the December 4th meeting of the Cupertino City Council where this issue will be considered.

In response to Mayor Walker, Acting Public Works Director Dettle indicated that staff would be present at the December 4th meeting.

OATH OF OFFICE FOR NEW MAYOR

Assemblymember Elaine Alquist conducted a ceremonial swearing-in of Mayor Jack Walker.

REMARKS FROM NEW MAYOR

Mayor Walker thanked his friends, family and supporters. He recognized the presence of his family in the audience, his daughter, his mother, his older sister and younger sister, and Carol Butler, his significant other. He also acknowledged his close friends Mike and Beth Szymanski, Kathleen Glick, a friend from college, and his neighbors Anne and Bill Pattee. He then thanked his fellow Councilmembers for their support.

He stated that Sunnyvale was a city in transition and has become a diverse community, culturally and economically. The City is becoming a small piece in a vast urban region, and we are increasingly becoming impacted by the problems that traditionally affected large cities. He stated that we are in danger of losing our sense of community, and he wants to focus on the theme "think regionally, act locally" and the theme of community. He further stated that we need volunteers to help in the community. Mayor Walker then requested a study issue regarding staff working with the VTA to explore the possibility of a locally-funded bus service. He also stated that we need to support local merchants and "shop Sunnyvale" and continue to continue to patronize downtown businesses.

ADJOURNMENT

Mayor Walker declared the meeting adjourned at 8:22 p.m., and invited everyone to the reception at the Del Monte Building.
