MINUTES
SUNNYVALE CITY COUNCIL
FEBRUARY 6, 2001
The City Council of the City of Sunnyvale adjourned from a 6:30 p.m. Study Session regarding Future Fiscal Issues and met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m. with Mayor Walker presiding.

PUBLIC ANNOUNCEMENTS
Councilmember Miller made announcements on behalf of the Council. She stated that
the new, expanded Eco-Passes have been distributed to approximately 900 City employees. The passes enable employees to ride for free on an expanded range of public transit options, such as CalTrain, VTA busses, VTA light rail, Highway 17 Express, and the Dumbarton Express instead of commuting by car. The City encourages other employers to participate in this program as well. She also announced that she was appointed by the president of the National League of Cities to serve on the League's Human Development Steering Committee this year. The Steering Committee, made up of 35 local officials from throughout the nation, evaluates federal issues and recommends positions for the National League's membership.

Vice Mayor Fowler moved, and Councilmember Miller seconded, approval of the consent calendar. The motion carried unanimously.

Application for Related Proposals for a 20,100 square foot site located at 973 to 979 Bellomo Avenue in an R-3 (Medium Density Residential) Zoning District to an R-3/PD (Medium Density Residential Planned Development). Recommended actions: a) Introduction of Ordinance b) Approve Special Development Permit to allow construction of eight townhouses c) Approve Tentative Map to Subdivide one parcel into nine lots |
Project Planner Spence presented the staff report.
Councilmember Vorreiter suggested that staff take a look at the roof line and encourage some more window variation.
Mayor Walker opened the public hearing at 7:49 p.m.
Loretta Kwok, applicant, stated that she sent out letters to the neighborhood regarding the project in advance of the City's noticing. She met with some residents and they all stated that they liked the project.
Mayor Walker closed the public hearing at 7:51 p.m.
Vice Mayor Fowler moved, and Councilmember Vorreiter seconded, introduction and first reading of the ordinance.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUNNYVALE AMENDING THE PRECISE ZONING PLAN, ZONING DISTRICTS MAP, TO REZONE CERTAIN PROPERTY LOCATED AT 973-979 BELLOMO AVENUE FROM R-3 (MEDIUM DENSITY RESIDENTIAL) DISTRICT TO R-3/PD (MEDIUM DENSITY RESIDENTIAL/PLANNED DEVELOPMENT) DISTRICT
Vice Mayor Fowler amended his motion to include adoption of the Mitigated Negative Declaration, and approval of the rezone, special development permit, and tentative map in accordance with conditions. The motion carried unanimously.

No action was taken on this item. Councilmember Miller asked staff for a delineation of the location of these projects.
CITIZENS TO BE HEARD
Dahl Phelps, Vine Avenue, stated that she was concerned with the snow level and the possibility of a drought. She also stated her concern for the electricity crisis and stated that she would be attending a meeting in Sacramento on this issue.
NON-AGENDA ITEMS & COMMENTS
COUNCIL
Councilmember Miller asked the City Manager for a status on downtown construction projects. She also asked for an explanation of the procedure for commenting on consent calendar items.
STAFF
City Manager LaSala stated that currently the underground utility installation is taking place. He also stated that he had related to the Mayor and Vice Mayor that he had suggested to Councilmember Miller that instead of pulling items off of the consent calendar, she may make comments after consent is approved.
