MINUTES
SUNNYVALE CITY COUNCIL
FEBRUARY 27, 2001

The City Council of the City of Sunnyvale adjourned from a 6:30 p.m. Study Session regarding Review of Quality of Life Index Preliminary Results and met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m. with Mayor Walker presiding.

PUBLIC ANNOUNCEMENTS

 

Leslie Lawton provided information on the Community Business Fair sponsored by the Chamber of Commerce to be held at the Community Center on Friday, April 6. Booth space can be purchased by calling the Chamber of Commerce at 736-4971.

Jane Shoemaker, gave an update of Leadership Sunnyvale events in the past month. She further announced that applications for Leadership Sunnyvale Class of 2002 are available by contacting Jim Telfer at 534-1118 and that a video of the program was also being made.

Councilmember Vorreiter made announcements on behalf of the Council. She welcomed the Honorable Mayor Liviu Rusu, from the City of Aiud in Romania and stated that a delegation from the Federated States of Micronesia was also hosted earlier in the month. She further announced that the Sunnyvale Public Safety Department is seeking applicants for crossing guards. For more information call 730-4140.

Councilmember Vorreiter announced the 2001 State of the City celebration will be held at the Community Center on May 12. Nominations are being accept for Distinguished Citizen of the Year, Outstanding Businessperson of the Year, Community Volunteer of the Year and Outstanding High School Senior. Nomination forms are available on the City’s website or by calling the Community Relations office at 730-7535. Deadline for nominations is March 29 at 5:00 p.m.

Councilmember Vorreiter further announced that on April 28, Sunnyvale Home Depot will provide the public the opportunity to turn in gasoline mowers and purchase electric mowers at a discount. She further announced that on Friday, February 16, the San Francisco Public Utilities Commission voted to begin studies to replace its existing fluoridation station system. The action paves the way for some residents to begin receiving fluoridated drinking water by mid 2003.

Councilmember Vorreiter also stated that she received an unsolicited comment from a citizen who was pleased with our Hazardous Waste Management services. Two Public Works staff were also thanked for changing a tire.

Mayor Walker announced that Deputy City Clerk Linda Kelly would be leaving the City, she has done an outstanding job for the City and will be missed.

Staff Recommendation: Award a contract in an amount not to exceed $155,350 to CCS Planning and Engineering, Inc., of San Jose to design and assist City staff in the implementation of a traffic signal timing control system.

Staff Recommendation: Award a contract to Grade Tech, Inc. of Castro Valley in an amount not to exceed $251,700 ($228,800 bid amount plus a construction contingency of $22,900) and approve Budget Modification No. 26 as described in this report.

Staff Recommendation: Adopt the Resolution and approve Budget Modification No. 30 to fund the February salary increase for PSOA and COA employees.

Staff Recommendation: Approve submission of the grant application to the California State Library.

PUBLIC HEARINGS/GENERAL BUSINESS

Mayor Walker announced that item three on tonight's agenda titled "Amendments to Sunnyvale Municipal Code Chapter 9.38 and Chapter 9.40 Related to Adult Businesses" has been pulled by staff and will be returning at a future date; therefore, there would be no public hearing on this item at this time.

Youth/Family Services and Replication of Columbia Neighborhood Center/Community Needs Assessment Studies and Pilot Program Funding Request - Study Issue

Columbia Neighborhood Center Site Manager Abundis Rodriguez presented the staff report. Executive Assistant Chappelear responded to Council questions. Assistant City Manager Chan also responded to Council questions.

Mayor Walker opened the public hearing at 7:51p.m.

Raymond Pole stated he was a volunteer attempting to create a task force to assist the City in providing services to Sunnyvale youth. The focus would be on a teen drop-in center where youth can drop in after school and be taken home by adult drivers. He is raising funds for a pilot program by approaching church and service organizations. He thanked staff for their encouragement.

Laura DePaul, PTA President, Nimitz Elementary School, spoke in support of the pilot mobile recreation program.

Michael Calvin, Principal, Nimitz Elementary School, thanked Nancy Steward for her guidance. He has put together an Anger Management parenting class as well as pursuing the Big Brothers and Big Sisters organization to be a pilot. He stated that Nimitz is a Sunnyvale school and would like to bring more Parks and Recreation programs and personnel to the school. He is pleased to see that this program is being considered and has the full support of the PTA and Cupertino School District.

Mayor Walker closed the public hearing at 7:58 p.m.

Councilmember Roberts moved, and Vice Mayor Fowler seconded, the staff recommendation to include this Pilot Program, as outlined in this report, for funding consideration as part of the 2001-2002 budget process in the amount of $514,264 ($130,741 in repositioned funds and $383,523 in new funds). The motion carried unanimously.

NON-AGENDA ITEMS & COMMENTS

COUNCIL

Councilmember Miller announced her attendance at a Chamber Mixer. She informed the public of the Lace Museum in Sunnyvale at 552 S. Murphy Avenue. It is open on Tuesday-Saturday from 11:00 a.m. to 4:00 p.m. Tours and lace making classes are also provided.

STAFF

City Manager LaSala stated that on Friday, February 23, a letter was sent to all business and commercial water and sewer customers. The letter indicated the review of waste water rates and a study on the system loading, how much solids and waste contribute to the entire system and its demand. The study indicates that an increase of 20-25% may be necessary to redistribute costs appropriately among the different users. A Community Meeting will be held on Friday, March 9 at 2:00 p.m. in the Community Room. He further commented that this is not an announcement of a rate increase.
