SUBJECT: Amendment to the Classification Plan:
Category L (Regular Part-time) Classifications

REPORT IN BRIEF

In accordance with provisions of the 2001-2005 Memorandum of Agreement (MOA) with Service Employees International Union, Local 715 (SEIU), this report recommends amending the City’s Classification Plan to delete nine (9) classifications and to revise twelve (12) classification titles for positions represented by SEIU.

BACKGROUND

As part of the recent negotiations, a classification study was conducted. As a result of this study, it was determined that there were inactive classes, which need to be deleted. In addition, to improve consistency with similar full-time positions and/or to better to reflect job functions, classification titles need to be revised. Therefore, the City’s Classification Plan needs to be updated to reflect the agreed upon changes.

DISCUSSION

These classification changes are being implemented in order to comply with negotiated changes to the City’s Classification Plan.

FISCAL IMPACT

The fiscal impact of these changes was included in costing the entire benefits package for SEIU.

PUBLIC CONTACT

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office. Employees represented by SEIU will be notified by receipt of a copy of this report to the SEIU Chapter Chair.

ALTERNATIVES

  1. Approve inclusion of the new/revised classifications to, and the deletion of the inactive classifications from, the City’s Classification Plan.

  2. Disapprove inclusion of the new/revised classifications and deletion of inactive classifications and thereby fail to implement negotiated changes to the City’s Classification Plan.

RECOMMENDATION

Alternative #1; Approve inclusion of the new/revised classifications to, and the deletion of the inactive classifications from, the City’s Classification Plan.
