SUNNYVALE CITY COUNCIL
NOVEMBER 20, 2001
7:30 P.M.

The City Council of the City of Sunnyvale met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California, at 7:30 p.m., with Mayor Walker presiding.

PUBLIC ANNOUNCEMENTS

Suzi Blackman, President and CEO of the Sunnyvale Chamber of Commerce, extended an invitation to the Annual Christmas Tree Lighting by the Mayor on Wednesday, November 28, 2001, at 6:00 p.m. on Murphy Avenue. Santa will arrive at 6:30 p.m.

Vice Mayor Fowler made the following announcements:

There are vacancies on several of the Boards and Commissions, which advise the City Council and provide on-going citizen input into policies and issues affecting the Sunnyvale community. If you are interested in serving on the Arts Commission, Board of Building Code Appeals, Heritage Preservation Commission or Planning Commission, call the Office of the City Clerk at 730-7483 for more information. The deadline for submitting applications has been extended to November 30.

In order to address transportation needs and improve mobility in the Bay Area, the San Francisco Bay Water Transit Authority has been empowered to develop a water transit implementation plan for the Bay Area by the end of 2002. A range of ferry service expansion alternatives are being considered, which could provide faster and more convenient ways to travel across and around the Bay, but which also could impact the Bay and its shoreline. The Water Transit Authority will hold a public meeting from 6:00-10:00 p.m. on Wednesday, December 5, in the Council Chambers here at City Hall, 456 West Olive Avenue. Interested citizens are invited to attend and present your comments on potential benefits and environmental impacts of expanding water ferry service in the Bay Area.

Vice Mayor Fowler moved, and Councilmember Roberts seconded, approval of the consent calendar. The motion carried unanimously.

Recognition of Outgoing City Councilmember Jim Roberts

Mayor Walker recognized outgoing Councilmember Roberts for his eight years of service on the City Council and two years on the Planning Commission. He then presented him with a plaque of the agenda of his final meeting.

Councilmember Miller presented Councilmember Roberts with a gift.

Councilmember Roberts introduced members of his family, four generations, and expressed appreciation to them for their support during his tenure as Planning Commissioner and then Councilmember. He gave an overview of projects that had been accomplished during his term on the council.

Oath of Office for Councilmembers-Elect Fred Fowler, Julia Miller and John Howe

Mayor Walker introduced Congressman Michael Honda.

Congressman Honda congratulated Sunnyvale for being recognized as the best run city in the United States. He lauded outgoing Councilmember Roberts for his service on the City Council.

He invited Councilmembers Fowler, Miller and Howe to the podium and administered the oath of office assisted by Councilmember Howe's daughter, Melissa Bivens.

Mayor Walker announced that, since a new Council had been seated, a retake of attendance was in order.

Councilmember Howe expressed his gratitude to members of his campaign team and supporters.

Councilmember Miller introduced her son, Jason, and thanked him for being a great supporter. She noted the importance of building a future for our children. She thanked Congressman Honda for taking the time out of his schedule to administer the oath. She thanked her campaign team for their wonderful support. She especially thanked the voters who showed their confidence in her and re-elected her for another term.

Vice Mayor Fowler thanked individuals for help on his campaign. He thanked his wife, Phyllis, for her support and counsel.

Selection of Mayor and Vice Mayor for 2001-2002.

Staff Recommendation: That Council select a Mayor and Vice Mayor for the term of 2001 - 2002 in accordance with Council Policy 7.3.6.

Mayor Walker opened nominations for the office of Mayor.

Councilmember Miller nominated Vice Mayor Fowler to serve as Mayor for 2001-2002.

Councilmember Vorreiter nominated Mayor Walker to continue in the office of Mayor for 2001-2002.

Vice Mayor Fowler was elected to the office of Mayor on a split vote, with Valerio, Vorreiter and Walker abstaining.

Congressman Michael Honda administered the oath of office to Mayor Fowler who was accompanied by his wife, Phyllis.

Mayor Fowler recognized former Mayor Walker and noted he had set an example for him to follow. He presented the former Mayor with a gift.

Former Mayor Walker urged support for newly elected Mayor Fowler. He asserted that the efforts of the city extend beyond a single-year Mayor's term and those projects come to fruition during a future Mayor's term. He would like to be judged not for the projects that have been undertaken but for the quality of his leadership and confidence that the citizens have displayed. He expressed gratitude for the opportunity to serve the public as Mayor.

Selection of Vice Mayor for 2001-2002

Mayor Fowler opened nominations for the office of Vice Mayor.

Councilmember Vorreiter and Councilmember Risch co-nominated Councilmember Miller to serve as Vice Mayor for 2001-2002.

Councilmember Miller was unanimously elected Vice Mayor.

Congressman Michael Honda administered the oath of office to Vice Mayor Miller who was accompanied by her son, Jason.

Vice Mayor Miller thanked former Mayor Walker for his leadership. She acknowledged Supervisor Liz Kniss and Grand Master Tae Yun Kim, and thanked them for their attendance. She also expressed her appreciation to Congressman Michael Honda for honoring the Chambers with his presence. She thanked her fellow colleagues for their confidence in electing her Vice Mayor.

Selection of Seating Arrangements for City Councilmembers for 2001-2002.

Staff Recommendation: That the Council select seats for the coming year in accordance with Council Policy 7.3.7.

By unanimous consent, the City Council seating arrangement for 2001-2002 is as follows (from left to right, from the audience): Councilmember Valerio, Councilmember Vorreiter, Councilmember Walker, Mayor Fowler, Vice Mayor Miller, Councilmember Risch, Councilmember Howe.

COUNCIL

Councilmember Valerio recognized Santa Clara Councilmember John McLemore and thanked him for his attendance.

Mayor Fowler acknowledged his mother-in-law, Betty Roberts, father-in-law, Bob Roberts, and wife, Phyllis. He also recognized his best friend, George Berry. He displayed several symbols and their importance in defining the purpose of government, which is to be responsive to and protect the freedom of the citizens that it represents. He offered an invitation to a celebration at Dish Dash Restaurant immediately following the Council Meeting.
