REPORT IN BRIEF
The Draft Housing and Community Revitalization Sub-element was reviewed by the Working Group, the Housing and Human Services Commission, the Planning Commission and the City Council in July 2001.
Comments received at the public hearings were incorporated in the Draft, which was then sent to the State Department of Housing and Community Development (HCD) for review and comment in August 2001. HCD commented on the Draft in October 2001 (Attachment 2 – HCD Staff Comments and HCD Letter). Comments received have been addressed in the enclosed Housing and Community Revitalization Sub-element and have been marked as changes or additions in the text of the Sub-element.
This Sub-element is the only Sub-element of the General Plan, which has very specific requirements and needs State certification. The State requires adoption of this Sub-element by December 31, 2001. Due to lack of Council meetings in December, this Sub-element is being presented for adoption to the City Council on January 8, 2002. Staff anticipates this minor delay will be acceptable to HCD. Upon adoption of the Sub-element, it will be forwarded to HCD for Certification. HCD has 120 days for review and certification of the Sub-element.
This Sub-element has been reviewed by the Housing and Human Services Commission and the Planning Commission on December 17, 2001. Planning Commission recommended additional clarifying language (Attachment 6 - Planning Commission Minutes). Both Commissions recommend that the City Council adopt the Sub-element.
The purpose of this public hearing is to review HCD Comments and the City’s response to comments and consider adoption of the Sub-element. Staff recommends adoption of this Sub-element (with modifications as noted by Planning Commission) prior to sending it to HCD for certification.
DISCUSSION
Community Outreach
Community Outreach and public input are required for this Sub-element by State law. The public input and the review process for the Housing and Community Revitalization Sub-element began with a meeting of a Working Group in September 2000. The Working Group was comprised of the Housing and Human Services Commission, two members from the Planning Commission and several community members and other interested persons. Upon completion and review of the Draft Sub-element, the Working Group was disbanded.
Similar to the availability of the Draft Sub-element, this Sub-element is available for public review. Review and purchase copies are available at the Library Reference Desk, Community Center Reception Area, the Senior Center and at City Hall at the One-Stop Permit Center. This Sub-element will replace the Draft Sub-element posted on the City’s Web Page.
ENVIRONMENTAL DETERMINATION
A Negative Declaration has been prepared in compliance with California Environmental Quality Act provisions and City Guidelines.
PUBLIC CONTACT
Notices of public hearings for review and comment on this Sub-element were published in the Sun newspaper, the City's official notice bulletin board and the City of Sunnyvale's Website.
This Sub-element was reviewed and commented on by the Housing and Human Services Commission and the Planning Commission on December 17, 2001 (Attachment 5 and 6 – Minutes).
FISCAL IMPACT
No Fiscal Impact expected at this time. Some of the new programs identified in the Sub-element could have a fiscal impact. Any such program is subject to Council review and approval prior to commencing the program.
