Award of Contract to Conduct Assessments of Candidates for Certain Positions (#F0111-32)(RTC#02-011) |

REPORT IN BRIEF |
|
Approval is requested for the award of a contract to Berghausen Consulting, Inc., of Sunnyvale to conduct Management Style Assessments (MSAs) for management position candidates and, as needed, similar assessments for other candidates for the Department of Human Resources. |

BACKGROUND |
|
For the past several years, the City has contracted with Berghausen Consulting to assist primarily in the recruitment of management positions within the City by conducting MSAs. In addition, where there is an identifiable need for a similar assessment for other candidates, a modified MSA has been utilized as part of the recruitment process. |

DISCUSSION |
|
The MSA is an evaluation tool for candidate review utilized as part of the recruitment process. This tool includes interviews, report writing, and feedback on candidates and has proven to be valuable in determining the appropriateness of the match between the candidate and City employment. The consequences and related cost of not utilizing such an evaluation tool as part of the recruitment process is significant. The instrument has proven successful in screening in those candidates who have a higher probability of success in new jobs with the City. The MSA is an integral part of a comprehensive selection process designed to ensure that we select only top candidates for management positions within the City. MSA evaluations vary in cost, depending on the extent of the required evaluation. In most cases, multiple candidates are evaluated for a single position vacancy. Based on recent trends, staff expects about 80 MSA evaluations to occur during the contract period. The use of the MSA evaluation tool has been increasing in the City of Sunnyvale. It is an important tool to use as part of a comprehensive selection process for both new management employees and employees being considered for promotion to certain management positions. The cost of the assessment is really small when compared to the cost of hiring or promoting the wrong candidate. The use of the MSA evaluation process has increased the quality of the managers that we have hired and promoted. Section 2.08.070(b) of the Sunnyvale Municipal Code exempts professional services from competitive bidding. |

FISCAL IMPACT |
|
Total cost to the City for a contract through December 2002 will not exceed $135,000. Funds have been budgeted in Department of Human Resources Program 753-Personnel Services. |

RECOMMENDATION |
|
It is recommended that Council award a contract in an amount not to exceed $135,000 to Berghausen Consulting, Inc., to conduct Management Style Assessments for the Department of Human Resources. |
