SUBJECT: AMENDMENT TO SALARY RESOLUTION – PROVISION FOR UNCLASSIFIED SERVICE, CATEGORIES H AND I

REPORT IN BRIEF

This report recommends that the Salary Resolution be amended to include a provision which would allow market-based salary adjustments at the beginning of each fiscal year for employees in Category H (unclassified recreation) and Category I (unclassified casual/seasonal/special project) classifications where there is only a range and there are no specified step intervals.

BACKGROUND

Salaries for unclassified service in Categories H and I are reviewed periodically for market competitiveness, and adjustments to each of the salary steps are implemented, as needed. However, for those classifications where there is only a range and no steps, the range may be adjusted, but current policy does not allow for salary adjustment for these employees beyond that provided under the criteria for merit increases. As merit increases are based on hours worked in the classification, the actual salary of an employee may begin to trail the market.

DISCUSSION

In order to attract and retain qualified employees in the category of employment identified above, staff is recommending the adoption of a provision which would allow for individual employee market-based salary adjustments. This is in addition to salary adjustments provided through the merit increase process, which is based on time worked in the classification.

Market-based salary adjustments will not occur automatically, but if recommended, will be implemented at the beginning of a fiscal year. In addition, the market-based increase shall not exceed that of the increase for a similar full-time classification, and cannot exceed the maximum of the range.

All other provisions of the Salary Resolution remain unchanged.

FISCAL IMPACT

The cost of this amendment has been provided for in the Fiscal Year 2001/02 Base Budget.

ALTERNATIVES

  1. Amend the Salary Resolution as proposed.
  2. Not amend the Salary Resolution.

RECOMMENDATION

Adopt Alternative #1, amend the Salary Resolution as proposed.
