Sunnyvale City Council Meeting Minutes - 2-26-02

SUNNYVALE CITY COUNCIL
FEBRUARY 26, 2002
7:30 P.M.

The City Council of the City of Sunnyvale adjourned from a 5:30 p.m. Study Session regarding Council Training on the IGR Process and a 7:00 p.m. Study Session regarding the NLC Conference Logistics, and met in regular session in the City Council Chambers, 456 West Olive Avenue, Sunnyvale, California at 7:30 p.m. with Mayor Fowler presiding.

PUBLIC ANNOUNCEMENTS

 

Amy Choate, the Safe Place Volunteer Coordinator for Social Advocates for Youth, presented the Council with a Certificate of Appreciation.

Councilmember Walker made the following announcement:

The Sunnyvale community, Mayor Fowler, Vice-Mayor Miller, and the City Councilmembers are hosting a New York City firefighter for a weekend trip from March 1-3, as part of a national effort to thank New York's heroic firefighters and spur travel and tourism across the country. The public is invited to meet our guest firefighter at a pancake breakfast from 8:00 - 11:00 a.m. on Saturday, March 2 at Sunnyvale Fire Station 2, 795 E. Arques Avenue, located at the corner of Wolfe and Arques. The event will feature fire engine rides, tower tours, public safety demonstrations, and booths highlighting City services. For a suggested donation of $5 for adults and $3 for children, attendees will be treated to a breakfast of pancakes, sausage, juice, milk, and coffee. Staff Recommendation: Approve the list of bills.

PUBLIC HEARINGS/GENERAL BUSINESS

Positions on March 2002 County and State Ballot Measures

Katherine Chappelear, Youth and Family Services Manager, presented the staff report.

Councilmember Risch advocated support for Measure E, "Construction and Repair of Facilities - West Valley/Mission Community College District."

Mayor Fowler opened the Public Hearing at 7:44 p.m.

Tom Mayer, a member of the public, addressed comments to the Council noting his position on the ballot measures.

Mayor Fowler closed the Public Hearing at 8:47 p.m.

Councilmember Walker moved, and Councilmember Vorreiter seconded, to support the staff's recommended positions on the March 2002 County and State Ballot Measures. The motion carried with Councilmember Howe abstaining.

Councilmember Risch offered a friendly amendment to support Measure E. The maker of the motion did not accept the amendment.

Councilmember Valerio stated that he supports community colleges and educational opportunities. He opined that it is not appropriate for the City to take a position on a local bond measure.

Councilmembers Walker and Vorreiter share Councilmember Valerio's opinion.

Councilmember Risch moved, and Vice Mayor Miller seconded, to support Measure E, "Construction and Repair of Facilities - West Valley/Mission Community College District." The motion carried with Councilmembers Valerio, Vorreiter and Walker dissenting.

Councilmember Risch requested that staff research the Legislative Action Policy regarding support of term limits.

CITIZENS TO BE HEARD

There were no public comments.

NON-AGENDA ITEMS & COMMENTS

COUNCIL

Vice Mayor Miller thanked Director Rose and the Public Works staff for a quick response to a citizen complaint. She asked that a thank you letter be sent on behalf of the Mayor and Council to Network Appliance for their donation of computer equipment. She encouraged the public to attend the Firefighter's Pancake Breakfast this Saturday, March 2nd at Fire Station No. 2. She announced that the Technology Ad Hoc Committee is ready to report out at the March 5 Council meeting. She noted that eighteen noise complaints had been received from an individual for a neighboring property. She announced the ribbon cutting for the new Target store on Monday, March 4th.

Councilmember Howe asked that the Study Issue regarding the availability of restrooms on public golf courses be removed from the list.

Mayor Fowler announced that the April 2nd Council meeting has been canceled due to the Legislative Advocacy trip to Sacramento.
