Dear Mr. Belangoy:

We have carefully reviewed your bid protest, dated February 27, 2002, as well as the bidder requirements set forth in Invitation for Bids No. F0201-37.

Based upon this review, we have determined that the argument set forth in your bid protest is without merit. Bid specifications require a bidder to have either a Class "A" or "C-20" contractors license to be considered for contract award. Newcomb Mechanical has a valid "C-20" license. There is, therefore, no basis for finding that firm either non-responsive or non-responsible due to their license status.
