ASSISTANT DIRECTOR OF PUBLIC WORKS

DEFINITION

Under administrative direction, manages the Engineering Division of the Department of Public Works in connection with the investigation, design, maintenance, and construction of public works projects; acts for the Director of Public Works for administrative purposes in the absence of the Director or at the Director's direction; does related work as required.

DISTINGUISHING CHARACTERISTICS

This position involves supervision of professional engineering work and administrative direction of a difficult calibre requiring thorough familiarity with engineering and surveying principles. General instructions and suggestions on procedures are received from the Director of Public Works, and work is performed with considerable responsibility, including supervision of staff, with a high degree of independent judgment involving complex administrative and management responsibilities. Supervision is exercised over subordinate professional engineers and sub-professional personnel.

ESSENTIAL FUNCTIONS

Manages engineering Division, field personnel, consultants, and other assigned personnel.
Supervises staff to develop criteria for design and construction of public works projects.
Develops the City capital project budget.
Supervises preparation of specifications for construction and maintenance projects.
Coordinates projects with work of other City departments and other private and public agencies.
Prepares work programs and division budgets.
Investigates citizens' complaints when assigned.
Represents the City in intergovernmental committees.
Represents and acts for the Director of Public Works in his absence on administrative and management matters.

MINIMUM QUALIFICATIONS

Education and Experience: A bachelor's degree in engineering, planning, public administration or a related field is required, as well as, significant public works management experience.

Licenses or Other Requirements: Possession of a valid California motor vehicle operator's license is required; possession of a certificate to practice as a Registered Civil Engineer issued by the State of California is highly desired but not required.

Knowledge and Abilities

Knowledge of:

the principles and practices of civil engineering as applied to the development and construction of public works projects;
record management principles;
laws and resolutions related to municipal public works activities.

Skill in:

planning, directing and supervising the work of subordinates;
managing employees who perform difficult engineering computations;
making rational, logical decisions;
maintaining effective working relationships with others;
expressing oneself clearly and concisely in writing;
demonstrating good management judgment in Public Works matters;
developing and maintaining a high standard of professional conduct and civic responsibility.

Ability to:

work in an office environment;
work overtime, anytime of day or night, weekends or holidays, and during emergency situations;
operate personal computer and other essential office machinery;
communicate in-person or over the telephone;
read and write the English language to a high degree of proficiency;
