SUBJECT: AMENDMENT TO SALARY RESOLUTION: UNCLASSIFIED CASUAL, SEASONAL, SPECIAL PROJECT, AND RECREATION EMPLOYMENT

REPORT IN BRIEF

This report recommends that the Salary Resolution be amended to adjust the maximum hours per year an employee in Unclassified Service in Categories H and I may work.

BACKGROUND

In 1992, the City had reviewed the practices and procedures for employing temporary employees, and established certain guidelines at that time.

Staff is now proposing an amendment to the work hour limitations previously established in order to meet current staffing needs. This amendment will address hiring and retention issues, market competitiveness, and will also provide a temporary employment workforce which will assist the City in meeting its service level requirements.

DISCUSSION

The proposed change to the temporary employee policy simply raises the hours limitations from 780 to 1000 hours for casual employees, and from 960 to 1000 hours for seasonal employees.

The additional work hours available considerably improve efficiency of operations. In the past, although there was a need for a temporary employee to work 1000 hours, with the limitation of 780 hours, this meant that, in many cases, a second employee would need to be hired to complete the remaining work.

Further, the lower limitations were previously adopted, in part, to allow for advance notification prior to an employee reaching the 1000-hour maximum, so that any required change in employment status could be implemented. The notification process has been reviewed and new procedures established which will allow employees to work up to the 1000 hours while providing adequate notification of the established work hours/time limitations.

The proposed changes are compatible with the Public Employees’ Retirement Law, the City’s Guiding Principles, and support the City’s Temporary Employee Policy which was designed to acknowledge and fairly compensate employees for their contributions to the City.

All other provisions of the Salary Resolution remain unchanged.

FISCAL IMPACT

It is anticipated that there will be no direct fiscal impact, as the same number of hours will be utilized but in a different manner.

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.

ALTERNATIVES

  1. Amend the Salary Resolution as proposed.
  2. Not amend the Salary Resolution.

RECOMMENDATION

Adopt Alternative #1, amend the Salary Resolution as proposed.
