This report recommends that the Salary Resolution be amended in order to implement salary adjustments for classifications in Category H (unclassified recreation), effective with the pay period beginning April 28, 2002.

Salaries for unclassified service are reviewed periodically for market competitiveness and adjustments implemented, as needed.

The classification structure and salaries for unclassified Recreation employment were last reviewed in March 1997, as most Recreation placements were made through a temporary placement agency. Due to an anticipated change as to how these assignments will be staffed (i.e. casual/seasonal City employment), a review of the available classifications and salaries was necessary in order to meet current staffing levels.

In order to be competitive in the market, and to address hiring and retention issues, staff is recommending the creation of additional classifications to address specific needs, and adjustments to existing salaries. For those classifications which were in existence in 1997, the average increase is approximately 21.5%, which, over the course of five years is an approximate increase of 4.3% per year.

All other provisions of the Salary Resolution remain unchanged.

The cost of this amendment has been provided for in the Fiscal Year 2001/02 Base Budget.

Public contact was made through posting of the Council agenda on the City’s official notice bulletin board, posting of the agenda and report on the City’s web page, and the availability of the report in the Library and the City Clerk’s Office.
