Child Care Advisory Board Transition Plan |

REPORT IN BRIEF |
|
The purpose of this report is to provide Council with the Child Care Advisory Board (CCAB) transition plan. As directed by Council, the CCAB transition plan will reduce the number of members on the CCAB from 12 to 7 through attrition of current members. The transition plan is outlined below. |

BACKGROUND In the October 23, 2001 Board and Commissions Program Review, Council directed staff "to formulate a transition plan to reduce the number of members on the Child Care Advisory Board from 12 to 7, through attrition of current members." |

EXISTING POLICY |
|
The current membership on the CCAB reflects the previous policy of 12 members with representation from the following categories: 1) Sunnyvale Chamber of Commerce 2) Santa Clara County Manufacturing Group 3) Sunnyvale businesses 4) County of Santa Clara 5) County Office of Education 6) State Department of Social Services, Community Care Licensing Division 7) National Association of Industrial Office Parks 8) Sunnyvale family day care providers 9) Community Coordinated Child Development Council 10) Sunnyvale child care centers 11) Cupertino Union, Santa Clara Unified and Sunnyvale Schools Districts 12) DeAnza College 13) Religious institutions 14) Parents The new policy will allow seven members from the following categories: 1) Community Care Licensing and Resource/Referral 2) Community Colleges, School Districts and County Office of Education 3) Child care centers and family child care services 4) Business community 5) Parents 6) Related field (with no more than two representatives of a category serving at a given time). |

DISCUSSION |
|
The CCAB currently has eight active members and four vacancies. In addition, as noted in the Attachment, three of the current members’ terms expire as of July 2002. This will bring the membership down to five active members. Staff’s proposed CCAB transition plan is to recruit two new members from the restructured categories approved in the October 23, 2001 Board and Commissions Program Review. The two new members will be recruited from the following underrepresented categories: Community Colleges, School Districts and County Office of Education, Business Community and Parents. New members will be recruited during the Board and Commissions Recruitment in April of this year. Recruiting from the underrepresented categories will allow for representation from five out of the six restructured categories listed above, but will not meet the October 23, 2001 Board and Commissions Review policy guidelines. In order to meet the policy guidelines, the remaining under represented category will be recruited for during the Board and Commission Recruitment in April of 2003. At this time, another member’s term will expire. This member represents the child care centers and family child care services category, which is currently an over represented category. As directed in the October 23, 2001 Board and Commissions Program Review, the transition plan outlined in this report was reviewed by the CCAB at their April 4, 2002 meeting. The CCAB members are supportive of the transition plan. |

The actions recommended in this report may be accomplished by using existing resources allocated to the Board/Commissions Program. |
