Award of Contract for the Provision and Cleaning of Uniforms (F0204-56) (RTC#02-128) |

REPORT IN BRIEF |
|
Approval is requested for the award of a one-year contract to Aramark Uniform Services, Inc., of San Jose for the provision and cleaning of uniforms for City employees at the Sunnyvale Water Pollution Control Plant (WPCP), Corporation Yard and golf courses. |

BACKGROUND |
|
The City has historically required certain employees to wear uniforms to clearly identify them as City staff. Examples of such employees are members of the street and tree crews and golf course maintenance workers. Other employees, such as WPCP mechanics, wear uniforms to protect their personal clothing from the pollutants and chemicals encountered on the job. Over the years, it has been determined that an effective way to provide uniforms for City staff has been to contract with a local uniform service firm who is responsible for both providing and cleaning the uniforms with pickup and delivery service to City facilities throughout Sunnyvale. |

DISCUSSION |
|
The City's current uniform provider, Aramark Uniform Services, was selected through two separate competitive proposal processes: one for the Water Pollution Control Plant and one for all other departments. The selection of Aramark represented a change in uniform service firms throughout the City and required the difficult and time-consuming process of measuring numerous City employees for new uniforms; issuing the new uniforms, when received; and collecting and returning the previous provider's uniforms. Since bid separately, the two contracts had different contract terms and slightly different pricing. Last year, the two contracts were adjusted to the same end date; and consistent pricing was negotiated. It is, therefore, now possible to consolidate the two contracts, thereby requiring Council award. Since contracting with Aramark approximately five years ago, staff has been satisfied with the quality of the service and recommends the award of an additional one-year contract to this firm. Aramark has agreed to enter into this recommended contract at no increase over the previous year's pricing. Section 2.08.070(b) exempts from competitive bidding situations where solicitations of bids or proposals would for any reason be impractical, unavailing or impossible. In this case, it would be impractical since changing uniform providers frequently causes disruption to operations and a high cost in lost productivity while field crews and others switch out their uniforms. |

FISCAL IMPACT |
|
Total cost to the City is not expected to exceed $85,000 during the contract term. Funds have been, and will continue to be, budgeted throughout the City. |

RECOMMENDATION |
|
It is recommended that Council award a one-year contract in an amount not to exceed $85,000 to Aramark Uniform Services, Inc., for uniform services. |
