- Benjamin A. Davies/Sprint PCS (Applicant) Hopkins Honda/Hopkins Trustee (Owner): Application for a Use Permit to allow the installation of a wireless telecommunications antenna on a 40-foot monopole and associated ground equipment. The property is located at 1048 El Camino Real in a C-2 (Highway Business) Zoning District. (APN: 198-26-006) (Negative Declaration) EWErin Walters, Project Planner, presented the staff report. She gave the summary of the proposed project, the use, site layout and landscaping. Staff reported that the applicant worked with staff for several months to determine the appropriate location and design. Staff was able to make the required findings and recommended approval of the Use Permit subject to the Conditions of Approval.
Comm. Moylan asked staff for the exact location of the proposed antenna. He noted that Attachments 4 and 5 seem to have a pole location discrepancy. Staff described the pole location and deferred further location clarification to the applicant.
Vice Chair Simons asked staff whether the lowering of the antenna pole reduces area serviceability. Staff responded that there is minimal service loss.
Chair Brown opened the public hearing.
Ben Davies, Sprint PCS/applicant, thanked staff for the support provided to them for the past 8 months on design changes and location. He addressed the question about the exact location of the antenna and stated that the photo simulation and site layout have the same pole location. He pointed out from Attachment 5, that the pole would be between the second and third bay of the project site. He further addressed the height and that the original design was 50 feet and was later lowered by 10 feet. He added that the service loss with a lower pole is minimal and Sprint finds it acceptable.
Comm. Babcock asked the applicant if the pole is designed to accommodate other antennas. Mr. Davies responded that the pole is designed only for one carrier.
Comm. Chu asked the applicant how many other Sprint sites there are in Sunnyvale. Mr. Davies responded that there are 11 existing sites in Sunnyvale and there are others pending installation bringing up the total to 13 sites. He provided a map showing the different locations.
Comm. Chu further asked the applicant whether the pending sites have come before the Planning Commission for consideration. Mr. Davies responded that the sites have been approved by the staff or Planning Commission.
Furthermore, Comm. Chu asked Mr. Davies for the heights of Sprint antennas in Sunnyvale. Mr. Davies responded that the range varies and it also depends on the height of the building where the antennas are located.
Chair Brown closed the public hearing.

Comm. Moylan made a motion on Item #2001-0430 to adopt the Negative Declaration and approve the Use Permit subject to the Conditions of Approval with the exact location of the antenna as shown on Attachment 5 of the staff report. Vice Chair Simons seconded. |
Vice Chair Simons offered a friendly amendment to limit the number of antennas of the site to one provider and no second or third antennas to be allowed.
Ms. Ryan asked for clarification whether the limitation is for the pole or the project site. Vice Chair Simons responded that the limitation is for the pole. Ms. Ryan noted that the Planning Commission could make the motion; however, she explained that a Use Permit could change the use that may allow another carriers to co-locate. Vice Chair Simons withdrew his friendly amendment.
Comm. Moylan commented that he was pleased with the application being non-controversial. He noted that the new use of a camouflage is a good precedence and it made the application appealing.
Vice Chair Simons supported the motion. He felt that it is well integrated with the site and was happy that the light was not functional therefore no screening was necessary.
Comm. Babcock stated that it is a great camouflage therefore making it an easy application to support. She thanked the applicant for the new idea.
Chair Brown supported the motion and echoed her fellow Commissioners about the pleasing camouflage.

Ms. Ryan stated that the decision is final unless appealed to the City Council within the 15-day appeal period.
