Award of Contract for Design and Construction Support Services for Calabazas Creek Trail Project (#F0204-55) (RTC#02-141) |

REPORT IN BRIEF |
|
Approval is requested for the award of a contract to W. Koo and Associates of San Jose to furnish design and construction support services for the Department of Works Project Administration Division for the Calabazas Creek Trail Project (Project #TR-00/06-03). |

BACKGROUND |
|
The Calabazas Creek Trail Project will provide for the construction of a missing link to the City's bicycle route network. The improvement will consist of a connection to the Hetch-Hetchy path in the Lakewood Park neighborhood, a crossing of Calabazas Creek with a new trail bridge, and the extension of the trail northerly along the creek levy to the Highway 237 vicinity, ultimately to connect with Baylands Park. When completed, improvements will include signs, fencing, gates, lights, trail surface, and a new bridge across the Santa Clara Valley Water District floodway. The project will be coordinated with the Santa Clara Valley Water District and the San Francisco Water Department, owner of the Hetch-Hetchy pipeline. |

DISCUSSION |
|
For this project, which includes the design of a bridge and support structures, staff recommends the award of a contract to W. Koo and Associates because of the firm's expertise in the design of bridge structures and supports as well as trail facilities. In addition, the company has background knowledge of the Calabazas Creek Trail Project, having been involved in the project's conceptual design phase. Services to be performed under the terms of the requested contract will include engineering analysis and design, preparation of detailed construction plans and specifications, and support services during bidding. Section 2.08.070(b) of the Sunnyvale Municipal Code exempts from competitive bidding contracts for professional services. |

RECOMMENDATION |
|
It is recommended that Council award a contract in an amount not to exceed $54,819 to W. Koo and Associates of San Jose to provide design and construction support services for the Calabazas Creek Trail Project and authorize a contingency in the amount of $5,000 for extra services, if required and authorize in writing by the Director of Public Works. |
