Award of a Contract for Two Emergency Rapid Response Vehicles (F0204-62)(RTC#02-155) |

|
Approval is requested for the award of a contract to Maita Chevrolet of Elk Grove for two emergency rapid response vehicles for the Department of Public Works Fleet Maintenance Division. |

BACKGROUND |
|
The requested vehicles will be used by the Department of Public Safety to transport SWAT equipment and officers to incidents that require firm and immediate response. Over the past several months, Fleet and Public Safety staff have conducted extensive research into the capability of various types of vehicles to perform the required tasks. They have determined that the most suitable vehicle is the Chevrolet Tahoe. The Tahoe is a heavy-duty vehicle capable of withstanding the severe driving conditions associated with SWAT activities, and it has sufficient carrying capacity for the gear that must accompany officers to SWAT incidents. |

DISCUSSION |
|
At this time, Chevrolet is between model year productions. Only five 2002 Chevrolet Tahoes are currently available nationwide, two of which are available through Maita Chevrolet of Elk Grove. Maita Chevrolet has agreed to hold its two 2002 Tahoes for the City of Sunnyvale until May 1, 2002, pending Council award of contract. Section 2.08.070(b) of the Sunnyvale Municipal Code exempts from competitive bidding situations where the solicitation of bids would be impractical, unavailing or impossible. In this case, the scarcity of 2002 Chevrolet Tahoes makes it highly likely that none would be available at the end of a formal bid solicitation process. Maita Chevrolet has agreed to sell two Chevrolet Tahoes to the City at State of California pricing and to offer a $500 per vehicle prompt payment discount. The purchase price of each vehicle has been further reduced by $1,000 per vehicle by the application of two GM Fuel Tank Certificates provided by Fleet Maintenance. The City received the certificates as settlement of a Class Action Law Suit against General Motors relating to faulty fuel tanks in certain GM trucks. |

FISCAL IMPACT |
|
Total cost to the City will be $54,589 (includes sales tax, delivery to the Corporation Yard, and application of prompt payment and GM Fuel Tank Certificate discounts). Funds are available in Fleet Vehicle Equipment Replacement Account 020700. |

RECOMMENDATION |
|
It is recommended that Council award a contract in the amount of $54,589 to Maita Chevrolet of Elk Grove for two emergency rapid response vehicles. |
